With the accelerated construction of railways, high-speed, heavy-load, and high-density operation, railway traffic accidents, equipment failures and hidden dangers of train operation safety caused by environmental factors along the railway have received increasing attention, and the need for governance has become more urgent.

Promoting the improvement of the safety and environment along the railway is an inevitable requirement for promoting the high-quality and safe development of railways, as well as a practical need to ensure the safety of people's lives and property.

  Recently, many provinces, autonomous regions and municipalities have successively issued railway safety regulations and regulations, and coordinated and governed by multiple departments, established mechanisms to carry out investigation and remediation work, and achieved good results in the management of safety and environment along the railway.

At present, 460 prefectural and municipal governments across the country have established working contact mechanisms with railways, and 22 provinces have issued railway safety laws and regulations.

  Investigate and rectify hidden railway safety hazards

  The reporter learned that the types of problems that threaten the environmental safety along the railway line are diverse, covering a wide range, and are characterized by difficulty in remediation, easy repetition, and high cost.

For example, setting fire to wasteland along the railway line, stocking livestock, illegal sewage discharge (dumping garbage), unauthorized use of light and floating objects such as dust-proof nets or sunshade nets, unauthorized construction of illegal buildings, walking and sitting on the railway, etc., these behaviors are very easy to cause safety The management of hidden dangers requires the joint efforts of multiple departments.

  Last year, the National Railway Administration and other departments issued the "Three-year Action Plan Implementation Plan for the Special Improvement of Railway Safety Production", which clearly pointed out that the special environmental safety improvement along the railway will be carried out to prevent the risk of floating objects and dangerous trees, mountains and slopes along the railway.   Statistics show that in 2020, the number of accidents caused by environmental factors on national railways dropped by 27.4% compared with the previous year, and the number of deaths from off-road accidents dropped by 14.5%.

  Yan Hexiang introduced that local governments at all levels and railway transportation companies have implemented road-ground linkages to identify nearly 210,000 potential safety hazards along the railway, and establish two lists of hidden hazards and rectification responsibilities (hereinafter referred to as the "two lists"), level by level. Up to now, more than 60,000 hidden safety hazards along the high-speed railway and 144,000 problems along the general-speed railway have been eliminated across the country.

Some provinces (autonomous regions and municipalities) have carried out special inspections on the safety and environment along the railway to effectively prevent problems from rebounding and recurring.

  Substantial progress in local legislation

  It is reported that a number of provinces, autonomous regions and municipalities have recently issued local laws and regulations regulating railway safety management, and some of them have been formally implemented.

On February 1, the "Regulations on Railway Safety Management of Liaoning Province" was officially implemented; on March 1, the "Regulations on Railway Safety Management of Shanghai Municipality" was officially implemented.

Through the unremitting efforts of all parties, substantive progress has been made in local legislation on railway safety. As of the end of April, 22 provinces have issued railway safety laws and regulations.

  Yan Hexiang said that other provinces are advancing the legislative process, some are about to be promulgated, related work procedures and mechanisms are gradually improved, and a new situation of standardization and legalization of the safety and environmental governance along the railway has gradually formed.

  In February of this year, the State Railway Administration, the Ministry of Transport, the Ministry of Housing and Urban-Rural Development, and China National Railway Group Co., Ltd. jointly issued the "Guiding Opinions on the Implementation of the "Double Section" System for Safety and Environmental Management Along Railways."   At present, some provinces clearly stipulate the establishment of a "dual-segment" system in local regulations.
