  In the same month, the Chinese Embassy in Russia also notified that Huang, a Chinese citizen, planned to take a flight from Irkutsk to Moscow to return home. After several tests, the serum IgM antibody was positive and he did not meet the boarding requirements.

After investigation, Huang requested assistance and paid a certain fee to Zheng, a Chinese citizen, for Zheng to change his test result to negative. Huang used a forged test report to defraud his health code and returned to China by flight on December 17th. After entering China He was diagnosed with new coronary pneumonia.

  Article 330 of the Criminal Law of the People’s Republic of China stipulates that anyone who violates the provisions of the Law on the Prevention and Control of Infectious Diseases and causes the spread of Category A infectious diseases or is in serious danger of spreading shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention; Fixed-term imprisonment for not less than three years and not more than seven years.
