03 May 2021 Commission proposes to Member States to ease current restrictions on non-essential travel (such as tourism) in the EU, taking into account the progress of vaccination campaigns and developments in the global epidemiological situation.

Brussels proposes to allow entry into the Union for non-essential reasons not only to all people from countries with a good epidemiological situation, but also to all people who have received the latest recommended dose of an EU-authorized vaccine .

A note from the Community Executive reads: "

It is time to relaunch the tourism industry

and to restart border friendships in safety.

We propose to welcome again vaccinated visitors and those from countries with a good health situation.

But if variants emerge, we must act quickly: we propose an EU emergency brake mechanism. "Thus the president of the European Commission, Ursula Von der Leyen, on Twitter.

Time to revive 🇪🇺 tourism industry & for cross-border friendships to rekindle - safely.

We propose to welcome again vaccinated visitors & those from countries with a good health situation.

The proposal of the EU Commission provides for entry into the EU for tourists arriving from those Third Countries that have a notification rate of 100 over 14 days, out of 100 thousand people. Among

the criteria that will be analyzed

also the percentages of the tests conducted, the positivity rates and trends. A list will be drawn up on the basis of these elements. EU sources explain this, underlining that tests and any quarantine periods will still be required to enter the EU.

The provision of the EU executive will be presented on Wednesday to the ambassadors of the 27 EU countries. Brussels hopes to get a go-ahead from the Council by the end of the month. At that point

the Commission aims to include an adequate number of countries in the list of the easing of restrictions

. Israel will certainly return, and probably also the United Kingdom and the United States, which however continue to raise some questions for now.

Entry into the EU, according to the European Commission's proposal, will

also

be

allowed to those who have been fully vaccinated

with sera recognized by the EMA or listed on the World Health Organization's emergency list. The Russian immunizer Spuntnik is not among them, the same sources clarify. Member States will not be able to recognize vaccines that are not on the EMA or WHO lists at their discretion.
