28 April 2021 From the meeting of the Conference of Regions and Autonomous Provinces called today in an extraordinary session, a series of further updates of the guidelines for the reopening of economic, productive and recreational activities affecting various economic sectors arrive.



Here are some new features:


Play areas, 1 meter away and 1 companion


The guidelines for merry-go-rounds and areas equipped with games for children, present in public and private areas, including those in accommodation and commercial facilities, provide that it is necessary to "reorganize the spaces and the location of the equipment, to ensure the access in an orderly manner, in order to avoid gatherings of people and to ensure the maintenance of at least 1 meter of separation between users, with the exception of people who, according to the provisions in force, are not subject to interpersonal distancing. of minors who need to be accompanied allow access to only one companion per child. If possible, organize separate routes for entry and exit ", reads the document.



"The airway protection mask must be used by parents, carers and any staff, and by children and young people over 6 years of age. Provide suitable dispensers of sanitizing products for frequent hand hygiene in all environments, in particular at the entry and exit points. This measure is not mandatory for play areas in public parks. Ensure thorough cleaning of the areas and equipment, preferably daily or with an adequate frequency with respect to the intensity of use; adequate cleaning of the equipment is possible, it will not be allowed to use it ", reads again.



Clubs: ok for playing cards, but 1 meter between players


It is necessary - reads the document - "to reorganize the spaces, the routes and the program of activities in order to ensure the maintenance of the interpersonal distance of at least 1 meter (2 meters in the case of physical activity). objects (e.g. table games, billiards, bowls), adopt organizational methods such as to reduce the number of people handling the same objects, for example by arranging game rounds and fixed composition teams, and in any case oblige the use of the mask and disinfection of hands before each new game. In any case, worktops, game tables and any object provided for use by users must be disinfected before and after each shift of use ".



"In the case of using playing cards it is recommended a frequent replacement of used card decks with new decks", it continues. "It is permitted to make available, possibly in several copies, of magazines, newspapers and information material for users for a common use, to be consulted after hand sanitization. It will be necessary to keep a register of daily attendance to be kept for a duration of 14 days, ensuring compliance with the legislation on the protection of personal data ".



Amusement parks


"These indications apply to permanent amusement parks (rides) and traveling shows (funfair), theme parks, water parks, adventure parks, zoological parks, wildlife parks, etc., and to any other entertainment contexts in which it is foreseen an interactive user role with equipment and spaces ". Among the indications is to "guarantee, if possible, a booking system, ticket payment and compilation of forms, preferably online in order to avoid predictable gatherings, and in respect of privacy, if possible, keep an attendance register for a period of 14 days ". "Early opening of the ticket office and a decrease in the maximum capacity may be considered to ensure less crowding depending on theobligation to ensure interpersonal distancing ".



"Reorganize the spaces to guarantee access in an orderly manner, in order to avoid gatherings of people (even in the access queues to individual areas / attractions) and to ensure the maintenance of at least 1 meter of separation between users." assessed the supply of bracelets with distinct colors / numbers based on the family unit, or other measures of equal effectiveness. If physical activity is practiced (eg in adventure parks), the interpersonal distance during the activity must be at least 2 meters ".



Wellness centers: no turkish bath, yes sauna


For the restart of the wellness centers, here are the indications of the Regions: "Guests must always wear a mask in the common areas indoors, while the staff is required to use the mask always in the presence of customers and in any circumstance in which it is not it is possible to guarantee the interpersonal distance of at least one meter ". It is necessary to avoid - the document states - the mixed use of objects and linen: the user must access the service equipped with everything needed, preferably provided by the same structure.



With regard to "personal treatments" (massage therapy, sauna, Turkish bath) "the operator and the client, for as long as, for the performance of the service, they must keep a distance of less than 1 meter they must wear, compatibly with the specific service, a mask to protect the airways (without prejudice, for the operator, to any additional personal protective equipment associated with specific risks of the job) ".



"Massage without gloves is allowed, provided that the operator before and after each client proceeds to wash and disinfect the hands and forearm and in any case, during the massage, never touch the face, nose, mouth and eyes. this recommendation also applies in case of use of disposable gloves. For all personal treatments the use of disposable towels is recommended ".



Among the indications is that of "inhibiting access to highly hot-humid environments (eg turkish bath). Otherwise, it is allowed - it is added - the use of the sauna with dry heat and temperature adjusted so as to be always between 80 and 90 °; access to the sauna must be provided with a number proportionate to the surface, ensuring interpersonal spacing of at least 2 meters; the sauna must be subjected to natural air exchange before each shift, avoiding the recirculation of the air; the sauna must also be cleaned and disinfected before each shift ".



Ceremonies: masks when not at the table


The update of the guidelines concerns among other things the restart of the ceremonies. Protocols, for example, for banquets for weddings and congresses that follow those adopted in 2020. Among the indications is that of "keeping the list of participants for a period of 14 days". To "reorganize the spaces, to guarantee access to the event venue in an orderly manner, in order to avoid gatherings of people and to ensure the maintenance of at least 1 meter of separation between users". And "if possible, organize separate routes for entry and exit" and "arrange the tables in such a way as to ensure the maintenance of at least 1 meter of separation between the customers of different tables in the indoor environments (extendable to at least 2 meters based on the epidemiological risk scenario) and of at least 1 meter of separation in the indoor environments open (gardens, terraces, stalls, dehors).



The self-service mode can possibly be allowed for buffets made exclusively with single-dose packaged products. In particular, the distribution of food must take place with organizational methods that avoid the formation of gatherings also through a reorganization of spaces in relation to the size of the premises; suitable measures must also be evaluated (eg. signs on the ground, barriers, etc.) to ensure interpersonal distancing of at least one meter during the queue for access to the buffet ".



Fairs and congresses


The Regions have also drawn up guidelines for conventions, congresses, major trade fairs, corporate conventions and similar events. These indications must be integrated, according to the specific context, with those relating to catering (with particular reference to the methods of serving buffet). "The maximum number of participants in the event must be assessed by the organizers on the basis of the capacity of the spaces identified, in order to reduce crowding and ensure interpersonal distancing. In the event that the fair event is split over several locations / pavilions, physically separated from each other, it is necessary to identify the maximum number of participants for each venue / pavilion of the event.Consequently, access measurement systems must be used as well as access limitation and staggering, including through booking systems for the day and time of entry, aimed at avoiding gatherings ".



"The regular cleaning and disinfection of the environments must be guaranteed, in any case at the end of each activity of a group of users, with particular attention to the surfaces most frequently touched, to the toilets and to the common areas (eg. automatic vending machines for drinks and snacks). Keep doors, windows and windows open as much as possible in order to facilitate the exchange of air in the internal environments. 'effectiveness of the systems in order to ensure the adequacy of the external air flows according to the regulations in force. In any case, crowding must be correlated to the actual external air flows. For air conditioning systems, it is mandatory, if technically possible ,totally exclude the air recirculation function ".
