  Since the 18th National Congress of the Communist Party of China, the construction of a beautiful China has been accelerating, and the fight against pollution has become a part of the question of building a well-off society in an all-round way.   In July 2015, the 14th meeting of the Central Deep Restructuring Group reviewed and approved the "Environmental Protection Inspection Plan (Trial)", which opened the curtain of the central environmental protection inspection, and the environmental protection inspection work mechanism became an important starting point for the construction of ecological civilization.

  From the end of 2015 to mid-2019, the central environmental protection inspector achieved the first round of full coverage of 31 provinces (autonomous regions and municipalities), and inspected 20 provinces to "look back" and "full coverage + look back" directly promoted More than 150,000 ecological and environmental problems around the masses were resolved, more than 40,000 cases were filed for penalties, and a fine of 2.46 billion yuan; 2,303 cases were filed for investigation, 2,264 administrative and criminal detentions, and 4,218 cadres were held accountable, forming a strong deterrent to environmental violations.

  Recently, the Central Eco-Environmental Protection Supervisory Team was in the Chongzuo City of Guangxi to inspect a news screen.

In mid-April, the inspectors invited Chen Feng, the deputy mayor of Chongzuo City, to visit a residential area. The stench from the black and smelly water body came. The inspectors asked the deputy mayor, "Can you smell the smell?"

  Chen Feng replied: "I can smell it, but I didn't expect such a large amount."

  Behind this screen-scrolling news, Chongzuo's perfunctory care in the treatment of black and smelly water bodies was exposed.

The treatment of urban black and odorous water bodies is one of the seven iconic battles of the 2020 pollution prevention and control battle. Chongzuo City detected 11 black and odorous water bodies in 2015, but the local area did not actively control them, but buried multiple water bodies at once.

  The "Xitang Pond" was originally a local sewage body. The relevant departments filled the pond but ignored the source sewage. The sewage channel was not drained smoothly. The response was strong, but the local government did not put the resolution of the masses' demands on the agenda until the inspection team called the deputy mayor to the scene.

  After sampling by the inspection team, the water quality of this stinking pond was seriously exceeding the standard, which was a severe black and odor.

After in-depth investigation, the inspection team believes that the root cause of the black and smelly ponds in Chongzuo City lies in the lack of attention to the construction of the sewage pipe network. A large amount of domestic sewage is not included in the urban sewage system, but is collected through ditches, surface overflow, seepage, and formed in low-lying places. Multiple sewage ponds.

  In the notification to Chongzuo City, the inspection team used the expression "rare in the whole country" and pointed out that these ponds were "filled" instead of the sewage pipe network. A superficial article on foot pain."

  In the eyes of the staff who have participated in the central ecological environment for many times, the inspection is to promote the solution of environmental problems around the masses.

The original intention of the central environmental protection inspector to dare to confront toughness is precisely to focus on the ecological and environmental issues that the masses have strongly reported.

  This is not the first time that local officials have been "invited" to experience the masses' environmental plight on the spot.

  In June 2018, when the Central Ecological and Environmental Protection Inspection Team conducted a "look back" inspection in Shantou, Guangdong, it was shocked by the pollution scene of the third largest river in eastern Guangdong. The person in charge of the inspection team immediately asked the relevant person in charge of the local government. "Can Shantou City build or rent a few houses beside the smelly water where the people live? The city leaders will take the lead to live there and live with the people along the river until the water is not black or smelly? Please consider. a bit".

  Under pressure, the leaders of Shantou City really "lived" to the side of the smelly ditch. The 14 party and government leaders in the city contracted for the governance of 15 major tributaries in the river basin. According to the requirements, the contracted leaders should work at the station at least once a month, and solve the problem on the spot. To solve problems in the rectification work, supervise the implementation of various rectification measures.

One year later, Lianjiang, which had been stinking for 20 years, had undergone tremendous changes, with clear waters and green banks.

Inspectors stare at both inaction and chaos

  "Rectification and discounting", "The government is eager to shed the burden", "The district committee and district government did not take up political responsibility"... On April 22, the Central Ecological and Environmental Protection Inspection Team issued a severely worded notification to Huangshan City, Anhui Province.

  The illegal construction of real estate projects in the Taiping Lake Scenic Area in Anhui Province was registered in the first round of central environmental protection inspections a few years ago and was required to rectify.

  However, after the second round of inspection teams stationed in Anhui recently, it was discovered that the rectification of illegal development projects in the Taiping Lake basin was not progressing well, and the problem of local ecological damage was still outstanding. Some projects had not completed the rectification at all, but they were submitted for approval and passed the "cancellation number."

  Taiping Lake is located in Huangshan District of Huangshan City. It has landscape resources and lake wetland resources of great protection value. It is the first national wetland park in Anhui Province.

However, before 2017, the coast of Taiping Lake was over-exploited, a large number of real estate, hotel and tourist resort projects continued to start construction, the natural shoreline of the lake was invaded and the wetland resources were destroyed.

After these issues were raised by the first round of inspectors, Anhui Province formulated a rectification plan.

  However, Huangshan City and Huangshan District did not make serious rectifications. After this round of inspections, there were still 30 illegal projects within the wetland area.

  In this regard, the inspection team believes that the Huangshan District Committee and the district government have not really shouldered the political responsibility for ecological and environmental protection, and they dare not move to the surface in promoting the rectification of illegal and illegal projects in Taiping Lake.

Huangshan City Government and relevant departments are not strict in their checks and supervision, and there is a situation of negligence of duty and responsibility in the inspection and rectification work.

Relevant departments in Anhui Province failed to conduct serious review in accordance with laws and regulations in the rectification and acceptance work, and the cancellation of the number was a mere formality.

  When the Central Ecological and Environmental Protection Inspection Office announced the third batch of cases in the second round, it specifically mentioned that the inspection team verified a number of outstanding ecological and environmental problems, and verified a number of inactions, slow actions, non-accountability, non-impact, and even perfunctory response. , Falsification and other formalism and bureaucratic issues, in order to play a warning role, and effectively promote the rectification of the problem, it is notified, and the spearhead is directed at the inaction of some party and government departments.

Standardize inspection work with internal party laws and regulations

The original Ministry of Environmental Protection was renamed as the Ministry of Ecology and Environment after the reorganization.   In June 2019, the Central Office and the State Council issued the Central Ecological and Environmental Protection Supervision Regulations (hereinafter referred to as the “Regulations”), which for the first time established the framework, procedural norms, powers and responsibilities of the basic inspection system in the form of internal party regulations.

The composition of the inspection team has been elaborated. For example, the leader of the inspection team is held by a provincial or ministerial leader who has recently retired from leadership positions, etc., in order to maintain the high standards of the inspection team.

  For the inspectors, the "Regulations" propose to include the relevant departments of the State Council that undertake important ecological and environmental protection responsibilities.

For this reason, when the central eco-environmental protection inspector started the second round, the two relevant departments of the State Council, namely the State Forestry and Grassland Administration and the National Energy Administration, were inspected for the first time.

  The focus of eco-environmental protection inspections of relevant departments of the State Council has attracted much attention.
