In response to a reporter’s question, Yuan Jiajun, secretary of the Zhejiang Provincial Party Committee, said that the current digital transformation has been fully opened. In this context, Zhejiang will deepen digital empowerment and use digital reform as a starting point to leverage reforms in various fields and aspects.
[Explanation] Yuan Jiajun pointed out that the construction of "Digital Zhejiang" in Zhejiang is a process from "three lists and one network" to "run at most once" reform, to the government's digital transformation, and then to today's digital reform.

"Run at most once" reform. In 2017, we realized that people would go to the government to work at most once. That is to say, they used to run multiple departments. Behind the reform of "Run at most once", we are to open up all data islands and let data Run more and the people run less errands, which is convenient for the masses to do.
[Explanation] Yuan Jiajun introduced that in the process of digital transformation of the government, Zhejiang has used digital empowerment for government governance, which has promoted the development of its governance system and governance capabilities in the direction of modernization.

One of the most significant results is the anti-epidemic in 2020. When we were preparing to resume work and production on February 7, 2020, we proposed to use the health code as a digital means to promote the resumption of work and production.
In one week, health codes were proposed and developed. On February 14th, in another week, a population of about 60 million people will be fully deployed.
In this way, our Zhejiang has become the fastest and most effective province in resuming work and production, and there is no additional confirmed case due to resumption of work and production.
[Explanation] Yuan Jiajun pointed out that entering the new stage of the "14th Five-Year Plan", Zhejiang will comprehensively promote digital reforms on the basis of the government's digital transformation and build a "152" system.

"1" is to build an integrated and intelligent public data platform.
The three levels of provinces, cities and counties are horizontal to the side and vertical to the bottom, sharing a cloud and a platform for the integration and sharing of data.
"5" is the five major systems, including the digitization of the party and government system, digital government, digital society, digital economy, and digital rule of law.
"2" means that we want to build a theoretical system and a system of regulations and regulations for digital reform.
