China News Service, Beijing, April 26 (Li Jingze and Liang Xiaohui) The draft of the Rural Revitalization Promotion Law was submitted to the Standing Committee of the 13th National People's Congress for three deliberation on April 26.

The draft further emphasizes the importance of ensuring national food security, and adds provisions to prevent "non-agriculturalization and non-grainization" of cultivated land.

  Compared with the second-reviewed draft, the third-reviewed draft moved the content of safeguarding national food security to the general principles, and added “insist on storing grain on the ground and storing grain on technology” in the principles that should be adhered to to ensure national food security.

  The draft adds provisions that the state implements an important agricultural product protection strategy to build a scientific, reasonable, safe and efficient supply and protection system for important agricultural products; strictly control the conversion of agricultural land to construction land, and strictly control the conversion of cultivated land to forest land, garden land and other types of agricultural land.

  The draft also adds a special provision to ensure seed safety, including: strengthening the protection and utilization of agricultural germplasm resources and the construction of germplasm resource banks, implementing key breeding techniques, encouraging the transformation and promotion of scientific and technological achievements in the seed industry, and establishing and implementing a national security review for the seed industry.
