24 April 2021 The possibility of accessing the profession without passing the state exam is provided by the draft of the National Recovery and Resilience Plan which also includes the reform of qualifying degrees, following mission 4, Education and Research, one of the 6 missions on which the Italian PNRR moves.



"The reform provides for the simplification of the procedures for the qualification to practice professions, making the degree exam coincide with the state exam, thereby simplifying and speeding up access to the world of work for graduates" , reads the text. For now it concerns only doctors, pharmacists, veterinarians, dentists, surveyors, psychologists.



In the future it could concern many more professions and be applied to graduates in Law, in Economics and Commerce, in Engineering. The Bill does not yet provide for it because it only concerns the health professions, but the road now seems open. The process of the Bill began in the Commission of the Chamber of Deputies on 12 April last; the deadline for amendments is set for 4 May. 



"The conclusion of the draft law on qualifying degrees will take place within the year due to the commitment of the Government, I trust that there will be ample political convergence", said Cristina Messa, Minister of University and Research, speaking, in recent days, before the Commissions Chamber and Senate Education and Culture.



With the entry into force of the new rules, it is envisaged that the necessary practical-evaluation internship is carried out within the degree courses and that, consequently, the final exam of the course of study also becomes the location in which to carry out the 'State examination for qualification to practice the profession.



The bill also provides for a

transitory discipline

: those who have already graduated, on the basis of the non-enabling didactic regulations, in Dentistry and Dental Prosthetics, in Pharmacy. in Veterinary Medicine and Psychology, as well as those who have graduated as agricultural technicians, surveyors, agricultural and industrial experts, will have to carry out a practical-evaluative internship to obtain the qualification to exercise the professions.
