April 25, 2021A phone call between Draghi and European Commission President Von Der Leyen breaks the deadlock on the Recovery Plan. The premier guarantees Italy's commitment to the implementation of the reforms that will accompany the plan: competition, taxation, public administration, justice, with the change of pace necessary for the relaunch and growth of the country. At the end of the day, the President of the Council can announce the green light from Brussels even if the Commission makes it known that "refinements" are still needed, in particular on tax dossiers and liberalizations, such as the commitment to present a proxy on taxation by end of July. 



The draft of the text, more than 300 pages, arrives in CDM in the evening twelve hours late. The shift is also due to the internal position war of the majority parties. The Democratic Party, which aims to insert in the text of the National Recovery and Resilience Plan a step that provides for a mandatory 'quota' for women and young people, with Nicola Zingaretti the battle for the extension to 2023 of the Superbonus and not leave a very large measure popular among citizens and productive categories at the M5s. Giuseppe Conte himself, who spoke for the first time on a government issue as a five-star leader, defines the super bonus as "essential" for the ecological transition, while the ministers of the Movement ask for "guarantees in black and white". 



From Forza Italia, Mariastella Gelmini claims to have received assurances from the Minister of Economy, Daniele Franco that the necessary resources for the extension of the superbonus on building renovations to 2023, which are worth over 10 billion euros, will be included with ad hoc resources in the law of balance. The point of fall seems to all agree. 



The League remains alone in insisting that the elimination of Quota 100 be reviewed on its natural expiration at the end of the year and tries to intervene on the control room of the plan: there cannot be a single 'political' minister (Roberto Speranza) they say. Then there would be discontent about the reopening of shopping centers and the fact that the Regions would not be listened to enough.



But before the final go-ahead from the executive, which will send the document to Europe by the end of April, communications from the prime minister on Monday and Tuesday are expected in Parliament. From the opposition, the Brothers of Italy and the Italian Left are pointing the finger at the very tight deadlines for the parliamentary debate: the discussion in the House on Monday at 4 pm is a mockery, says Nicola Fratoianni. Giorgia Meloni speaks of "suspended democracy" and accuses the government of lack of information: "even indecency has a limit. There are less than 48 hours before parliamentary sessions and the Recovery plan has not even been published yet".
