  In the afternoon of April 23, in response to the above proposal, the CPPCC Proposal Committee and the sponsor of the proposal, the Municipal Network Information Office and the Municipal Civilization Office, organized relevant members of the CPPCC to conduct research on some key websites in Shanghai and held group discussions.

CPPCC member: "Internet poisons" continue, "youth model" needs to be upgraded

  According to the "Statistical Report on the Development of the Internet in China", as of June 2020, the number of Internet users in my country has reached 940 million, and the Internet penetration rate has reached 67%. In terms of occupation, students accounted for the largest proportion, reaching 23.7%.

In terms of age, netizens under 19 accounted for 18.3%, or 172 million.

  The aforementioned proposal pointed out that in today’s society, young people have become an important part of network participants, but in terms of how to protect young people’s network civilization, there are still some traffic platforms and website review mechanisms that are not perfect, the "youth model" is not sound, and young people lack self-care. From the perspective of network civilization supervision, the supervision of the platform audit mechanism should be strengthened, and the audit function should be clarified.

But it is undeniable that with the rapid development of social and cultural life, the "youth model" of many platforms has not been updated or upgraded for a long time, and cannot dynamically meet the needs of social development.

  In response to the above phenomenon, the proposal believes that young people, especially elementary and middle school students, are in the golden age of lifelong learning and are vulnerable to the influence of the Internet.   The proposal suggests that the government should urge the platform to establish a relatively complete review mechanism; the network platform should establish a network civilization responsible person system, do a good job in the self-supervision of network resources and information, and select and filter bad information; establish a "youth network civilization day", Guide young people to correctly choose and use network resources in a civilized manner.

Continue to increase the governance of the "black world" and "zuan culture"

At present, Bilibili, Himalayas, Dragonfly, Tudou, and many other audio and video websites have launched the "Youth Mode", continuously strengthening the supply of positive energy content.

  Qutoutiao Party Committee Deputy Secretary and Vice President Jin Zhen revealed at the meeting that in order to improve the review mechanism, the Qutoutiao Party Committee has established a "Minor Content Protection Party Member Commando" to continuously purify content and deal with vulgar and violent content that affects the health of young people every day. Since 2021, Qu Toutiao has investigated and punished a total of 217 authors who published vulgar, pornographic, feudal superstitions and other potential harm to minors.

  In terms of product technology, Qutoutiao has innovatively developed the "Green Guardian System" to establish a green barrier for youth healthy content, and its online literature "Miduo Novel" platform has also launched the "Youth Mode", launching high-quality literature suitable for young people to read. .

  As a platform where more than 95% of its users are teenagers, Instant APP takes technology and operation as its dual grasp, and strives to make the entire platform a teenager-friendly cyberspace.

In product design, for the first time, the 1+1 model of "youth login device" plus "binding guardian's mobile phone" is added. At the technical level, potential underage users are identified through big data analysis and machine learning, and targeted push is directed to positive content.

  In the "Youth Mode" of the Xiaohongshu platform, users disable functions such as "live", "follow", "search", "comment", "share", "publish", and "favorite", and only retain "browse", "like" and "dislike" The "Report" and "Blackout" functions realize "pure viewing" and "clear screen" from a technical level.

At the same time, the platform mall, private messages and personal homepages do not display content, and the wallet recharge is closed, and users cannot enter the mall for consumption, private message chat, and post notes.

As of 2020, the number of users who have used the youth model of the platform reached 1.12 million, of which 340,000 were active users.
