  From January to March 2021, prosecutors across the country did not approve the arrest of 4448 juvenile criminal suspects, an increase of 1.2 times year-on-year, and the non-arrest rate was 43.1%, an increase of 9.4 percentage points year-on-year, which was 16.1 percentage points higher than the overall criminal offences; Conditional non-prosecution was 2,364 people, an increase of 1.2 times year-on-year, and the conditional non-prosecution rate was 21.9%, an increase of 9.6 percentage points year-on-year; 3674 people were not prosecuted, an increase of 38.9% year-on-year, and the non-prosecution rate was 35.6%, an increase of 6.3 percentage points year-on-year. The crime is 21.8% higher.

  Shen Guojun, deputy director of the Case Management Office of the Supreme People's Procuratorate of China, said in this analysis that the non-arrest rate, conditional non-prosecution rate, and non-prosecution rate have all increased significantly year-on-year, indicating that the criminal policy of "less arrests and cautions" has been further implemented.

  Among the first-quarter case-handling data released by the Supreme People's Procuratorate on the 23rd, there are two other aspects worth noting.

First, "Dangerous Driving Crime" has been the top of the prosecution charges, with 74,713 people being sued, an increase of 1.1 times compared with the same period last year. Second, 17 new charges were added to the Criminal Law Amendment (11), and the prosecutors have dealt with 258 people accordingly. Indicted, 101 of them were charged for assaulting the police.
