  He said that in order to give full play to the important role of intellectual property in stimulating innovation internally and promoting openness to the outside world, China will accelerate the top-level design of intellectual property protection, advance with the times, improve the intellectual property legal system, and continue to promote the construction of intellectual property protection. Work in areas such as strengthening the protection of the source of intellectual property rights and promoting equal protection at home and abroad

  Shen Changyu pointed out that in promoting equal protection at home and abroad, while strictly protecting the legal intellectual property rights of foreign-funded enterprises in China in accordance with the law, it is necessary to promote foreign governments to strengthen the protection of Chinese intellectual property rights.

  First, we must improve laws, regulations, and policies related to intellectual property anti-monopoly and fair competition, and regulate the abuse of intellectual property rights.

  Second, we must actively participate in the global governance of intellectual property under the framework of multilateral platforms such as the World Trade Organization and the World Intellectual Property Organization, fully implement the "Regional Comprehensive Economic Partnership Agreement" (RCEP) intellectual property chapter, and strengthen the "Comprehensive and Progressive Trans-Pacific Partnership" The study of international intellectual property rules such as the Agreement (CPTPP) has promoted the development of international intellectual property rules in an open, inclusive, balanced and effective direction.

  Third, we must form an efficient early warning and emergency response mechanism for international intellectual property rights, build a system for preventing and controlling intellectual property foreign-related risks, and increase assistance in safeguarding overseas intellectual property rights of Chinese companies.

  Shen Changyu said that in the past two years, China’s intellectual property protection work has made a series of new and important progress. Among them, international cooperation on intellectual property rights has been intensified, the "Belt and Road" intellectual property cooperation agreement has been renewed with the World Intellectual Property Organization, and the "Beijing Treaty on Audiovisual Performances" has been promoted. "Formally entered into force; participated in the completion of the first phase of the Sino-US economic and trade agreement, the Sino-European Geographical Indication Protection and Cooperation Agreement, the Regional Comprehensive Economic Partnership Agreement and other intellectual property consultation negotiations; established the National Overseas Intellectual Property Dispute Response and Guidance Center and 10 local sub-centers, Guided more than 300 overseas rights protection cases.
