According to the analysis of public data on government websites, from February 2019 to April this year, the central and local governments at all levels have successively issued 231 relevant policy documents related to the Guangdong-Hong Kong-Macao Greater Bay Area, building a mechanism to promote the efficient and rapid development of the Guangdong-Hong Kong-Macao Greater Bay Area.   The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national strategy personally planned, deployed and promoted by General Secretary Xi Jinping.

The region includes 9 cities in the Pearl River Delta, Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing and two special administrative regions of Hong Kong and Macau.   In order to effectively implement various policies, governments at all levels have also issued 143 policy interpretation documents for the Guangdong-Hong Kong-Macao Greater Bay Area. In 2019 alone, 69 documents have been issued, including technological innovation, high-quality development, business environment, and innovation and entrepreneurship.
