This move aims to build an ecological civilization development pattern in which man and nature coexist harmoniously, effectively guarantee the safety of people’s personal and property, provide institutional guarantees for the protection of terrestrial wildlife, and realize people-oriented and legal protection.

  The reporter learned of the above news from a press conference held by the Guizhou Provincial People's Government Information Office on the 20th.

  Guizhou Province has a good ecological environment, complex and diverse organisms, and abundant wildlife resources. Statistics show that the richness of biodiversity in Guizhou ranks fourth in China, and the number of biological species per unit area ranks first in China.

There are a total of 1053 species of wild vertebrates in Guizhou Province. Among the 181 species of wild animals listed under China’s national key protection, including 32 species of national level I protected wild animals, such as golden monkeys, black langurs, black-necked cranes, etc., national level II protected wild animals 149 species of animals, such as macaques, pangolins, etc.

  In recent years, Guizhou Province has continued to implement projects of returning farmland to forests, natural forest protection, and ecological restoration. The ecosystem has continued to improve, wildlife habitats have been effectively protected, and animal populations and numbers have clearly rebounded.

At the same time, the phenomenon of personal and property damage caused by wild animals is increasing year by year, which has a certain negative impact on the normal production and life of the people.

  In Guizhou, wild animal accidents are mainly reflected in personal injury, poultry and livestock injury, property loss, and crop damage.

According to incomplete statistics, Guizhou suffers more than 10 million yuan in losses every year due to direct violations of wild animals.

  Miao Jie, deputy director of the Guizhou Forestry Bureau, stated that the introduction of the "Compensation Measures" in this context not only guarantees the safety of people’s lives and properties in accordance with the law, effectively alleviates the conflicts between wildlife protection and people’s normal production and life, and enhances public enthusiasm for protecting terrestrial wildlife. It is also the development need to implement the statutory duties of the "Law of the People’s Republic of China on the Protection of Wildlife", to further improve the ecological civilization system of Guizhou Province, and to improve the ability of wildlife protection and management.

  There are 16 articles in the "Compensation Measures", which clarify the compensation subject, compensation scope, compensation standard, and compensation process.

The "Compensation Measures" stipulates that the forestry authorities at or above the county level shall be responsible for compensation for personal injuries and property losses caused by terrestrial wildlife.

  Miao Jie said that compensation for personal injuries and property losses caused by terrestrial wildlife requires corresponding prerequisites and strict acceptance and determination procedures, and it is not an unconditional government payment.

  The term "terrestrial wildlife" in the "Compensation Measures" refers to the precious, endangered, and important ecological, scientific, and social value of terrestrial wildlife that is protected by law. Only terrestrial wildlife causes personal and property damage and meets the requirements. Compensation is only possible when there are five situations stipulated in the "Compensation Measures".

At the same time, personal injury and property damage caused by active attack or deliberate injury, illegal feeding, teasing or illegal hunting of terrestrial wild animals will not be compensated.

  The "Compensation Measures" stipulates that if a wild animal causes personal injury, the government shall provide full compensation for medical treatment expenses, and the state shall compensate for the injury and death caused by the state according to regulations.

Yi Maohong, deputy director of the Wildlife Protection Division of the Guizhou Forestry Bureau, said that the Wildlife Protection Law of the People's Republic of China does not specify the compensation standards for personal and property injuries caused by wild animals.

The "Compensation Measures" draws on the compensation standards of other provinces and regions in China and is formulated in accordance with the conditions of Guizhou Province.

  Ran Jingcheng, a first-level investigator of the Guizhou Provincial Wildlife and Forest Plant Management Station, suggested that in addition to compensation according to law, preventive measures should be taken from the source for wild animal accidents.

It is necessary to take precautions, especially the protection of personal safety; strengthen the protection of poultry and livestock, reduce wild releases, and strengthen the pens; where wild animals often damage crops, it is not easy to change the production mode and planting content. Species damaged by wild animals.

Management departments should closely monitor the activities of wildlife in their jurisdictions, conduct scientific assessments of population numbers and environmental capacity, carry out scientific regulation in a timely manner, ensure the safety of people's personal and property, and maintain ecological safety.
