The yellow areas are back and the "green certification" arrives for travel between Regions.
This is what we read in a draft, still subject to changes, of the Covid decree expected in the CDM tomorrow.
The measures, staggered starting from April 26 as anticipated last week by the government, should be valid until July 31. Up to this date, in fact, the extension of the state of emergency Covid should be arranged.
"Green certification" with vaccine or swab
The "green certification" is here for travel between regions of different colors. The certificate can be paper or digital and will be valid for six months for the vaccinated and for those who have recovered from Covid: for those who have completed an entire vaccination cycle it will be issued by the healthcare facility that carries out the administration; for those who are cured, they are released by the hospital, general practitioner or pediatrician. Instead, the certificates for those who have carried out molecular or antigen tests, issued by health facilities or pharmacies, will be worth 48 hours.
Superiors in class at least 60% in yellow-orange
High schools will be able to adopt "flexible forms in the organization of teaching activities" so that attendance is guaranteed, in the red zone, "at least 50% and up to a maximum of 75% , of the student population ", while in the yellow and orange zone, face-to-face teaching must be guaranteed" to at least 60% and up to 100% of the student population ".
The provisions, the text continues, "cannot be waived by provisions of the presidents of the Regions" except in cases of "exceptional and extraordinary gravity" due to Covid.
University with priority in presence in yellow and red
"From April 26, 2021 and until July 31, 2021, in the yellow and orange areas, the teaching and curricular activities of the universities are carried out primarily in the presence according to the organization plans of teaching and curricular activities prepared in compliance with the guidelines and protocols safety. In the same period, in the red zone - the document reads -, the organization plans of teaching and curricular activities referred to in the first period may provide for the development in the presence of the training activities of the courses relating to the first year of the study courses or training activities aimed at classes with a small number of students ". "On the entire national territory - he continues -, the same plans for the organization of teaching and curricular activities provide,unless otherwise assessed by universities, the carrying out in the presence of exams, tests and graduation sessions, orientation and tutoring activities, laboratory activities, as well as the opening of libraries, reading rooms and study rooms, keeping I also take into account the specific training needs of students with disabilities and students with specific learning disabilities ".
There is a curfew. Restaurants from 1/6 indoors for lunch
From 26 April the restaurants for lunch and dinner reopen in the yellow zone "with consumption at the table exclusively outdoors" while from 1 June they will be able to open but only for lunch even the places that have indoor spaces .
The curfew is confirmed from 10pm to 5am.
From 26/4 ok outdoor shows, capacity at 50%
"Starting from April 26, 2021, in the yellow zone, the shows open to the public in theatrical halls, concert halls, cinemas, live-clubs and in other venues or spaces, even outdoors, are carried out exclusively with pre-assigned seats and on condition that respect for the interpersonal distance of at least one meter is ensured both for spectators who are not habitually cohabiting, and for staff. The permitted capacity cannot exceed 50 percent of the maximum authorized and the maximum number of spectators cannot in any case, it must be higher than 1,000 for outdoor shows and 500 for indoor shows, for each single room.The activities must be carried out in compliance with the guidelines in force.Shows open to the public remain suspended when it is not possible to ensure compliance with the conditions set out in this article ", reads the Covid draft.
In the yellow zone ok sport team-contact
"Starting from 26 April 2021, in the yellow zone, in compliance with the guidelines in force, it is allowed to carry out any sporting activity outdoors, including team and contact sports. 'use of changing rooms unless otherwise established by the provisions referred to in article 2 of decree-law no. 19 of 2020 ".
From 15/5 in the yellow zone ok outdoor swimming pools
"Starting from 15 May 2021 in the yellow zone the activities of outdoor swimming pools are allowed in accordance with the protocols and guidelines adopted by the Conference of Regions and Autonomous Provinces on the basis of the criteria defined by the Technical-Scientific Committee ".

From 1/6 ok gyms in yellow zone
"From 1 June 2021 gyms are allowed in yellow zone in accordance with the protocols and guidelines adopted by the Conference of Regions and Autonomous Provinces on the basis of the criteria defined by the Committee technical-scientific ".
From 1/7 ok spas and theme parks
From 1 July 2021 the activities of the spas and the activities of the theme and amusement parks, fairs, conferences and congresses are allowed in the yellow zone.
