"The guardianship employee was entitled to half": in the Irkutsk region they are investigating the case of theft of 25 million from the accounts of orphans

In the city of Usolye-Sibirskoye, Irkutsk Region, 13 people were deprived of their guardianship duties, whom investigators suspect of stealing money from the bank accounts of their wards.

This was announced by the head of the regional Ministry of Social Development, Guardianship and Guardianship, Vladimir Rodionov.

Thirteen guardians are suspected of stealing more than 25 million rubles.

“Guardians of minors who could have been involved in illegal actions were removed from their duties.

The department added that the forgery was discovered in February of this year, when employees of the custody department of Usolye-Sibirskoye received reports from the guardians on the storage and use of the property of the ward children in 2020.

One of the guardians provided a fake account statement for the child.

The guardianship authorities turned to the bank, where they were told that the guardian had withdrawn all the money from the ward's account and closed it.

After that, the guardianship authorities turned to the police.

The Ministry of Social Development completed an audit of the personal files of orphans, in whose accounts money was kept.

The department added that they did not reveal such violations in other districts of the region.

In addition to 13 guardians, the person involved in the criminal case is a specialist of the department of guardianship and trusteeship of citizens in the city of Usolye-Sibirskoye.

All of them are suspected of fraud committed by a group of persons by prior conspiracy, on a large and especially large scale (part 3 and part 4 of article 159 of the Criminal Code of the Russian Federation).

The investigation established 35 episodes of crimes.

Minor children who are under guardianship have bank accounts where pensions, benefits and alimony from their parents are received.

To withdraw these funds before the child reaches the age of majority, the guardian needs permission from the guardianship authorities.

The money should be spent on improving the life of the child himself: for example, buying or arranging housing, teaching or paying for treatment.

The investigation believes that the official and the guardians prepared and submitted to the bank forged documents authorizing the withdrawal of funds from the accounts of minor children.

At the same time, an employee of the department of guardianship and trusteeship was entitled to half of each of the amounts of money received outside the procedure established by law, "RT was told in the regional investigation department of the TFR.

While charges have been brought against only an employee of the department of guardianship and guardianship (part 4 of article 159 of the Criminal Code of the Russian Federation), the rest of the defendants in the case are suspects.

As RT was told in the department, in the near future, the investigation does not plan to apply for the arrest of guardians, since it is necessary to establish all the facts of the crimes.

Perhaps the list of suspects will grow.

Restore children's rights

A source familiar with the course of the investigation told RT that the official was detained on February 15 of this year, and two days later the Usolsk City Court placed her under house arrest for two months.

This information was confirmed to the publication in the city court.

The full name of the accused is at the disposal of the editorial board, but RT will not publish it until the end of the investigation.

The person involved in the criminal case is a former consultant of the department of guardianship and guardianship of citizens of Interdistrict Administration No. 4.

The data about the employee has been removed from the official website of the regional Ministry of Social Development, but the page cache contains information that the official has worked in the guardianship and trusteeship bodies in Usolye-Sibirskoye for 12 years.
