The press secretary of the Russian President Dmitry Peskov said that the message of the head of state to the Federal Assembly will be devoted to the issues of recovery from the pandemic.

As Peskov explained in an interview with Pavel Zarubin in the Moscow.

Kremlin.

Putin ”, the country is just emerging from the“ covid crisis ”.

He stressed that in Russia, against the background of other countries facing the coronavirus, the industry and education are fully operational, and the healthcare system is partially unloaded.

Along with this, he mentioned that the service sector is functioning in the Russian Federation and domestic tourism is developing.

“It is necessary to compensate for the subsidence that took place, subsidence in all parameters, be it the economy or the social sphere.

And not just to compensate, but to move on to development ... Obviously, one way or another, this will be discussed in the message.

Some kind of systemic support measures.

The President always traditionally talks about this, ”Peskov explained.

He answered affirmatively to Zarubin's question about whether the message would be "post-shaped."

“It will be 'postform' one way or another.

Because, I repeat once again, the unprecedented period in which we are now, ”said Peskov.

At the same time, the press secretary of the head of state said that Putin himself writes a message to the Federal Assembly and sometimes finalizes it to the last minutes.

At the same time, sometimes the content of the message may be unexpected even for those who took part in its preparation.

"Of course, this voluminous material is born, a voluminous text of the president's speech, but, as a rule, on the day preceding the announcement of the message, or on the last night, the president can and most often adds some of his own paragraphs, sometimes entire pages," Peskov explained ...

In addition, he added that sometimes there is not enough time to print the final version, then Putin uses a handwritten version of the text.

Let us remind you that once a year Vladimir Putin addresses the parliament with a message about the main directions of domestic and foreign policy and the state of affairs in the country.

Implementation of the preceding messages

Earlier in April, Putin held a meeting to discuss the implementation of the 2019 and 2020 messages.

In the videoconference mode, the head of state listened to the reports of the deputy prime ministers on the situation in the social sphere, healthcare, the higher education system and science.

During the meeting, issues of construction development and ways of attracting investments were also discussed.

The President noted the importance of a systematic approach and continuity of ideas in the implementation of instructions within the framework of the messages to the Federal Assembly.

“If practice, life itself shows that the effect of the proposed solutions is limited, then let's correct what we have done so far, make the mechanisms of work more precise, more targeted, increase the return on the activities that we conduct, and those funds that we invest in solving this or that problem, ”the head of state called on.

Summing up the results of the meeting, Putin, among other things, noted the need to solve problems with preschool institutions.

He urged the government to pay attention to the introduction of additional places in kindergartens by the regions.

The President also spoke about the problems of providing primary health care to the population.

In this regard, he ordered to increase the pace of opening feldsher-obstetric points, medical outpatient clinics and mobile medical complexes, as well as to provide doctors working in rural areas and small settlements with service housing.

Speaking about the results in the implementation of housing policy, Putin noted the positive effect of reducing mortgage interest rates.

At the same time, the President drew attention to a significant increase in the cost of housing.

So, on average in the Russian Federation prices increased by 12%, and in a number of regions - by 20-30%.
