It looks more like Merkel has triggered a new wave of chaos in politics.

An amendment to the law may come by the week after next, but it will not yet reliably resolve the contradiction between medical urgency and political legal certainty in a state.

Ensuring this is a major task for Merkel's successor and the next Bundestag.
