He said that the auditors analyzed the measures taken in Russia to combat poverty, and based on this analysis they formulated proposals, which are currently being considered by the government.

According to him, when determining poverty, the Accounts Chamber was guided by the size of citizens' incomes below the subsistence level.

The deputies noted that since 2021, the procedure for calculating the subsistence minimum has changed in Russia: earlier it was calculated on the basis of quarterly data from Rosstat on the cost of products included in the consumer basket, and now - through the median salary and the coefficient to it.

“We believe that this procedure allows the definition of poverty,” said the head of the Accounts Chamber.

Kudrin said that this calculation procedure is "quite rational in order to determine the level of poverty."

“The fact that it does not correlate directly at every moment in real time with the consumer basket is not a major drawback,” he added.

Earlier, Kudrin, during a meeting of the Federation Council Committee on Budget and Financial Markets, announced the department's proposal to calculate social benefits based on the total family income and pay them not only to families with children.
