The Legislative Assembly of Sevastopol has submitted to the State Duma a bill proposing to resume the indexation of pensions for working pensioners.

The document was published in the electronic database of the lower house of parliament.

According to the authors of the initiative, the cancellation of indexation for these citizens, which took place in January 2016, "had an extremely negative impact on the financial situation of pensioners and led to a significant decrease in the purchasing power of citizens."

In addition, as stated in the explanatory note, the abolition of indexation was followed by a sharp decline in the number of working pensioners.

The authors of the bill propose to resume indexing for this category of citizens from January 1, 2022. 

According to their estimates, the adoption of the bill will lead to additional expenses of the Pension Fund in the amount of about 400 billion rubles.

We will remind, earlier in Russia there were already proposals to return this option for working pensioners.

So, in October 2020, during a meeting with the president, the head of the Just Russia faction in the State Duma Sergei Mironov made such an initiative.

The President supported the MP's proposal, noting that the government has instructions to work in this direction.

“From the point of view of social justice, we still have a lot to work on.

Here, of course, I agree, ”he said.

At the same time, the first deputy head of the United Russia faction in the State Duma, Andrei Isaev, said that the party had prepared proposals to resume the indexation of pensions for working pensioners and sent them to the Cabinet.

In December, during an annual press conference, Vladimir Putin, answering a question from a journalist, said that indexation to working pensioners can be returned if there is sufficient budgetary provision, and that the authorities are thinking about how to implement this.

“In today's conditions, especially when it comes to the situation with the coronavirus, with a drop in income, of course, indexation is extremely important ... Of course, we think about it, of course, and pensioners deserve it, that's for sure,” the president said.

After that, Andrei Isaev reiterated that United Russia intends to resume a dialogue with the government on the issue of the gradual return of the indexation of pensions to working pensioners.

“The President stressed that the decision to suspend such indexing is temporary - this is the principled position of the head of state.

In addition, in March, the head of the State Duma Committee on Labor and Social Policy, Yaroslav Nilov, said that the LDPR deputies plan to submit a bill on the recalculation of pensions for working pensioners to the lower chamber for consideration. 

In January, Vladimir Putin instructed the government to submit proposals on the indexation of pensions for working pensioners.

In turn, the presidential press secretary Dmitry Peskov, commenting on this topic on the eve of Putin's annual message to the Federal Assembly, noted that the government has not yet made a final decision on indexing.

“We traditionally do not announce either the content or certain topics that will be touched upon in the message.

We will not do this now.

As for pensions for working pensioners, you know that the government has been actively involved in this topic, ”he said.

Peskov added that there are different considerations to resolve this issue, they were sent to the president's name in the administration.

Raising social pensions

As a reminder, since April 1, social pensions have been indexed by 3.4% in Russia.

As explained in the Ministry of Labor, the indexation is carried out taking into account the growth rate of the living wage of a pensioner over the past year.

As a result of the indexation, the average size of the social pension from April 1 amounted to 10,183 rubles.

“For indexation, about 12.8 billion rubles will be allocated from the federal budget by the end of this year.

In total, the indexation will affect 3.9 million citizens - these are recipients of social pensions and pensions for state pensions, ”the ministry said.

The ministry recalled that social pensions are received by those citizens who, due to various circumstances, do not have enough work experience to receive an insurance pension.

Recall, according to the adopted amendments to the Constitution of the Russian Federation, the basic law enshrines the mandatory indexation of pensions, benefits and other social payments.
