"To analyze the availability of air transportation for the population on domestic routes from the Far East and in the opposite direction, taking into account the existing mechanisms of state support and, if necessary, submit proposals on additional measures to increase such accessibility for the population of the constituent entities of Russia that are part of the Far Eastern Federal District," in the document.

In December 2020, Putin called for the "infrastructural stitching" of the vast territory of Russia and instructed to increase subsidies for regional air travel.

After that, the Russian government allocated 5 billion rubles to subsidize air travel for residents of the Far East.
