Several times, construction projects in the area around Mölle harbor have risked affecting the surf wave that breaks in connection with the harbor entrance.

The latest project is a bathing jetty that Höganäs municipality wants to establish, a project that has caused many to react.

The County Administrative Board has had a dialogue with the municipality and the association Skåne's wave surfers to find alternatives.

A solution was close at the beginning of the year when the surfers said yes to the county administrative board's proposal for a smaller bathing jetty.

But the municipality did not want to go on the county administrative board's proposal.

Then the county administrative board said no to the municipality's building and now the municipality has appealed the county administrative board's refusal.

"Then I was pissed"

Pär Ragvald, urban environment manager in Höganäs municipality, has told SVT that the municipality's plan is to start construction as planned because the county administrative board first said yes to the construction.

This surprises Kristian Wennberg, head of the water unit at the County Administrative Board of Skåne.

- When I heard that they were going to build anyway, I was pissed.

That the municipality defies an authority decision so clearly is completely foreign to me.

I have worked with this for many years now but have never experienced anything like it, he says.

Starting work in mid-April, as previously planned by the municipality, could be catastrophic for the area, says Kristian Wennberg.

- What is so inappropriate if they start building the bridge anyway is that it is a concrete bridge that is cast into the stones at the bottom.

It can not only be removed in any way without damaging the natural environment.

The court's decision

The County Administrative Board's first approval is not a legal permit, which means that it can be withdrawn.

In order for the municipality not to be able to begin its work before the Land and Environmental Court has had its say in the case, the county administrative board has now submitted a request to the court where they want their refusal to the municipality to apply until the court makes its decision.

The motivation is to avoid unnecessary damage to the bottom in Mölle, if the bridge is not allowed to remain.
