The company was found guilty of violating the procedure for restricting access to information, access to which is subject to restriction by law (part 2 of article 13.41 of the Administrative Code of Russia).

The department also noted that the highest priorities for the administration of Internet platforms should be concern for the safety of users, the prompt removal of prohibited content and the timely moderation of calls for socially dangerous and illegal actions.

It was expected that on April 2, the court will also consider similar protocols against Facebook, but this procedure was postponed to May 4.

On the same day, consideration of the administrative protocols on violations drawn up by the RKN against Google is to take place.

Deputy Secretary of the General Council of the United Russia party, member of the State Duma Committee on Information Policy, Information Technology and Communications Yevgeny Revenko stressed that all companies, being in the Russian jurisdiction and the information field, must comply with the legislation of the Russian Federation.

Slow down Twitter speed

Recall that on March 10, Roskomnadzor began to slow down the speed of Twitter on all mobile gadgets and 50% of stationary devices.

As explained in the department, this is due to the company's systematic violation of laws regarding the placement of prohibited content.

In particular, the department's requirements were related to the removal of child pornography and publications that incite children to commit suicide.

Then the department stressed that there is every reason for the complete blocking of the service, but there is still hope for the constructive position of the company.

Throughout March, Roskomnadzor has repeatedly reported that Twitter representatives did not respond to requests from the department.

According to the deputy head of the RKN Vadim Subbotin, when choosing a mechanism for influencing Twitter, the department was guided by the need to minimize the inconvenience for users of this service.

For this reason, the restrictions did not affect text messages, but only affected the transfer rate of photo and video content.

Subbotin also said that Roskomnadzor has repeatedly warned Twitter about violations of the law.

In particular, according to the RKN, since 2017, the agency has sent Twitter more than 28 thousand requests to remove illegal links and publications.

At the end of March, Roskomnadzor announced that Twitter had begun to remove prohibited content.

However, the department said that this process is going slowly.

“The rate of removal of prohibited information by the social network is unsatisfactory.

Two-thirds of child-harmful content remains available on Twitter.

In addition, unfortunately, there are new publications of child pornography, materials promoting suicide, information about the distribution and use of drugs, which is absolutely unacceptable, ”the Roskomnadzor website says.

The situation was also commented on by the press secretary of the Russian President Dmitry Peskov.

According to him, the Russian side has no desire to block resources, but measures must be taken to ensure that foreign companies comply with Russian legislation.

“There must be effective measures in order to force these companies to comply with the legal requirements of our departments.

These companies are obliged to do this if they operate on the territory of the Russian Federation.

It cannot be that some companies were in our territory outside the legal framework, ”said Peskov.
