The meeting determined preferential tax policies to further support small and micro enterprises, individual industrial and commercial households and advanced manufacturing industries.

The first is to increase the income tax incentives for small and micro enterprises and include individual industrial and commercial households in the scope of preferential policies. From January 1 this year to the end of next year, the annual taxable income of small and micro enterprises and individual industrial and commercial households is less than 1 million yuan. On the basis of the current preferential policies, the income tax will be halved to further reduce the actual tax burden.

Second, from April 1 this year to the end of next year, the value-added tax threshold for small-scale taxpayers such as small and micro enterprises and individual industrial and commercial households will be increased from the current monthly sales of 100,000 yuan to 150,000 yuan.

Third, starting from April 1 this year, manufacturing enterprises such as transportation equipment, electrical machinery, instrumentation, medicine, chemical fiber, etc. will be included in the scope of the advanced manufacturing enterprise value-added tax rebate policy, and the total amount will be refunded on a monthly basis. Tax credit.

The above-mentioned policies and the introduction of preferential tax policies, it is estimated that the new tax cuts for the whole year will exceed 550 billion yuan.

The meeting emphasized that while implementing the tax reduction policy, it is necessary to reduce non-tax revenue in an orderly and reasonable manner, and resolutely prevent various arbitrary charges from increasing the burden on enterprises.

The meeting called for more use of fair and inclusive policies and reforms to benefit market players and increase their activity.

At the same time, local governments should be guided to use the restorative growth of fiscal revenue to reasonably reduce government leverage, prevent blindly paving new stalls, and enhance fiscal sustainability.
