According to the website of the Ministry of Ecology and Environment, the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs have jointly issued the "Implementation Plan for Agricultural Non-point Source Pollution Control and Supervision Guidance (Trial)" (hereinafter referred to as the "Implementation Plan"). Clarified the overall requirements, work objectives and main tasks for the prevention and control of agricultural non-point source pollution from the 14th Five-Year Plan to 2035, and made arrangements for the supervision and guidance of agricultural non-point source pollution control.

  The "Implementation Plan" proposes that by 2025, agricultural non-point source pollution in key areas will be initially controlled, the layout of agricultural production will be further optimized, the reduction of fertilizers and pesticides will be steadily promoted, the comprehensive utilization of manure from livestock and poultry farms below the scale will continue to increase, and the agricultural development will be green. The effect is obvious.

The pilot area monitoring network has been initially established, and the legal, policy and standard system and working mechanism for supervising and guiding the treatment of agricultural non-point source pollution have been basically established.

  By 2035, the agricultural non-point source pollution load of soil and water environment in key regions will be significantly reduced, the agricultural non-point source pollution monitoring network and supervision system will be fully established, and the level of agricultural green development will be significantly improved.

  The "Implementation Plan" proposes three main tasks.

One is to further promote the prevention and control of agricultural non-point source pollution.

Determine the priority areas for the treatment of agricultural non-point source pollution, take treatment measures by division and classification, and establish a technical database for agricultural non-point source pollution prevention and control.

The second is to improve the policy mechanism of agricultural non-point source pollution prevention and control.

Improve laws and regulations, improve the relevant standards for agricultural non-point source pollution prevention and supervision, optimize economic policies, and establish multiple co-governance models.

The third is to strengthen the supervision and management of agricultural non-point source pollution control.

Carry out survey and monitoring of agricultural pollution sources, evaluate the impact of agricultural non-point source pollution on environmental quality, strengthen long-term observations, and build a monitoring platform.

  The "Implementation Plan" proposes that it is necessary to focus on the major national development strategies and the overall deployment of the in-depth fight for pollution prevention and control, and to control the impact of agricultural non-point source pollution on the soil and water environment quality in key areas. Pilot demonstration projects with performance evaluation as the main content, forming a typical model of agricultural non-point source pollution prevention and control, establishing an agricultural non-point source pollution investigation and monitoring system, and exploring and formulating performance evaluation methods for agricultural non-point source pollution prevention and control.
