Carrying out the investigation and remediation of the sewage outlets into the river is an important measure to promote pollution control and improve the water ecological environment from the source, and is a key basic work to promote the ecological environment protection of the Yellow River Basin.

  The investigation and remediation scope covers the main stream of the Yellow River and important tributaries such as the Weihe, Fenhe, and Huangshui Rivers, involving 54 cities (states, leagues) in 9 provinces (autonomous regions) of Qinghai, Sichuan, Gansu, Ningxia, Inner Mongolia, Shanxi, Henan, and Shandong. ).

  In accordance with the principle of “stand in the water and look at the shore”, all “holes” that discharge sewage into the water are included in the inspection and rectification, including industrial sewage outlets, agricultural sewage outlets, urban domestic sewage discharge outlets, mixed rain and sewage discharge outlets, and sewage discharge outlets. Ditches, drains, etc.

  The Ministry of Ecology and Environment proposes to implement the four key tasks of "investigation, monitoring, traceability, and remediation".

The first is to find out the bottom line, fully grasp the number and distribution of sewage outfalls in the Yellow River Basin, and establish a list of sewage outfalls into the river.

The second is to carry out monitoring to analyze and grasp the situation of pollutants entering the river.

The third is to trace the source and basically find out the source of sewage.

The fourth is to classify and rectify, promote the resolution of prominent pollution problems, and improve the level of water pollution control in the river basin.

  According to reports, during the investigation, satellite remote sensing, drone aerial survey, unmanned ship monitoring, infrared sonar detection, and big data information technology will be integrated to use satellite remote sensing for sparsely populated plateaus and valleys with underdeveloped industries. , Manual ground inspection methods; for areas with high development intensity, dense populations, and relatively concentrated pollutants, the use of drone remote sensing surveys, manual walking inspections, expert quality control audits, and other "three-level inspections" methods, effectively drain the river basin into the river's discharge outlets Check it out and count it.

  The Ministry of Ecology and Environment plans to complete the investigation of the entire river basin in about two years, and then basically complete the sewage outfall remediation work by the end of 2025.

Through investigation and remediation, a big data system for sewage outfalls in the Yellow River Basin will be built to improve the efficiency and level of ecological environment supervision in the Yellow River Basin.

  Since 2019, the Ministry of Ecology and Environment has successively carried out the inspection and remediation of the Yangtze River, the Bohai Sea's sewage outfalls, and the Yellow River's sewage outfall pilot inspections, accumulating experience for the investigation and remediation of the entire Yellow River basin.
