The digital tool Vårdexpressen would streamline primary care and be used at health centers in Skåne, Västra Götaland and Dalarna.

The system would help doctors and nurses save time by, among other things, providing suggestions for treatment and sampling.

During the procurement in 2018, Region Skåne had been authorized to purchase the system for the Västra Götaland region as well.

The total value of the two agreements was estimated at approximately SEK 1 billion.

Later, the Dalarna Region also procured the system.

Jobs and shares were promised

According to the indictment, two former officials at Region Skåne and a former regional employee are suspected of having been offered employment and having received promises of co-ownership and shares in Vårdinnovation, the company behind Vårdexpressen.

Former healthcare CEO Damon Tojjar is in turn suspected of having gained access to crucial and confidential information from the suspected regional officials, both before, during and after the procurement.

Used encrypted chats

The evidence largely consists of chat messages and emails between the suspects.

The close contacts must have led to Vårdinnovation winning the procurement, despite the fact that their bids were several times higher than those of the competitors.

SVT has sought Damon Tojjar's lawyer Lars Kruse for a comment.

All suspects have previously stated to SVT that they deny the crime.

Stopped after SVT's revelation

During the autumn of 2019, a number of pilot tests were started at health centers in Skåne.

The intention was that the system would eventually be introduced in the entire primary care in Skåne and Västra Götaland.

But after SVT Nyheter Skåne and Uppdrag granskning revealed irregularities in the procurement and medical criticism of Vårdexpressen, the Skåne pilot trials were paused and the agreements in the two regions were stopped in January 2020.

Vårdinnovation has subsequently sued Region Skåne for almost half a billion kronor for having broken the contract with the company.

Last winter, Region Dalarna also withdrew from the deal when Vårdinnovation went bankrupt.
