Health crisis: the Court of Auditors points to the lack of preparation of public actors

The Court of Auditors published its annual report for 2021 on Thursday, mainly devoted to the management of the crisis.

The wise men of the institution draw the first lessons of the past year.

The report points to the low anticipation of the crisis by the majority of public actors.

To assess the management of the pandemic, the authors of the report looked at several public actors in difficulty.

They mainly focused on hospitals and more particularly on intensive care units.

If the report underlines the strong mobilization of hospital staff and the State to deal with the emergency, it points to the decline in capacity in intensive care units.

The institution indicates that during the last six years, the increase in the number of adult beds has been six times lower than that of the number of elderly people who today constitute nearly two-thirds of hospitalized patients.

Consequently, the Court strongly insists on the urgency to take into account the aging of the population and to increase the care accordingly.

National education not sufficiently prepared

Education is another significant element identified by the institution.

The latter evokes flaws that have appeared in teaching to face the crisis.

The report stresses that the National Education has not sufficiently provided the necessary measures to compensate for the closure of schools.

The report points to a structural deficit in the digital equipment of schools to ensure distance education.

He stresses that school continuity has been ensured “ 

quickly

 ” thanks to existing digital tools, but these have shown their limits, especially for the youngest and for students with disabilities.

Therefore, the Court recommends that schools increase their digital equipment.

Unemployment insurance debt

Another hot issue highlighted by the Court of Auditors: the increase in unemployment insurance debt.

The report sounds the alarm on the unemployment insurance deficit exceeding 17 billion euros in 2020, a record amount.

This is due to the strong mobilization during the crisis, in particular to finance the partial activity mechanism.

The Court invites the State to take over part of this debt, which amounts to a total of 54 billion euros.

However, the report does not only contain criticisms, there are also positive points.

The Court welcomes the great capacity for reactivity of the public actors who have been able to respond to the brutality of the crisis, and who have also been able to demonstrate innovation in order to face the pandemic.

She takes for example the controlled cost of state aid for the return of French people who found themselves stranded abroad during the first confinement.
