Düsseldorf (dpa / lnw) - In the discussion about school closings, the state government of North Rhine-Westphalia once again emphatically pointed out the modalities to be observed to the municipalities in the state.

That was done by a decree on Wednesday, said the State Chancellery in the evening.

"School closings, embedded in an overall concept, can make a contribution to infection protection on site, but may only be the last and not the first and only means of choice," it said.

All other measures in other areas of public life must have been examined beforehand.

The state had previously thrown down demands from Dortmund and Duisburg to stop schools from opening.

Several districts had previously wanted to close the school opening, but had been stopped by Düsseldorf.

In its announcement, the state government clarified "again" the "procedures for additional municipal protective measures set out in the corona ordinances".

Accordingly, municipal authorities could take additional measures to protect against infection in schools if the value of 100 new corona infections per 100,000 inhabitants per week is sustainably and significantly exceeded.

The decisive factor, however, is to take into account the "nationwide educational policy decision in terms of educational equity".

When it comes to far-reaching steps such as city-wide or district-wide school closings, the negative consequences for the education and development of children and adolescents must be taken into account.

The so-called face-to-face teaching has high priority: "School closings can therefore only be the last resort."

Municipalities that significantly and sustainably exceed the limit of 100 new infections per 100,000 inhabitants per week would have to coordinate with the NRW Ministry of Health.

The ministry itself will approach the municipalities if they do not report on the second day after the value has been exceeded.
