RIA Novosti informs about it with reference to the draft government decree.

It is noted that, according to the project, operators will need to transfer personal data about subscribers to the department: full name, place of residence, date of birth, details of the identity document of individuals and the name of the organization and data on its state registration of legal entities and individual entrepreneurs.

In addition, it is supposed to transfer information about the subscriber number used, the date of conclusion, amendment or termination of the contract for the provision of communication services with the subscriber, as well as information about the equipment used by the subscriber.

The project also provides for the disclosure of information on the date and time of the provision of communication services to the subscriber, on the types of connections, on the transmission of voice information or data using communication means, as well as the number of subscribers to which the information is transmitted.

According to the document, operators will be required to provide information to the information system within three working days from the date of receipt of the request. 

The explanatory note says that the provisions of the project are aimed, among other things, at excluding cases of proliferation of "gray" sim cards.

At the same time, the Ministry of Digital Affairs stressed that the secret of communication will be respected.

The department said that "the content of messages, calls of subscribers will not be provided by operators to Roskomnadzor."

The ministry explained that the application of the provisions of the relevant law will bring order to the market of "gray" sim-cards and reduce the number of cases of fraud.

Earlier, Russian President Vladimir Putin signed a law that makes it possible to disable mobile phone numbers of those serving sentences in prisons or those held in pre-trial detention centers.
