Accordingly, a spokesman said that Horst Seehofer (CSU) would present a “concept to strengthen civil protection by realigning the Federal Office for Civil Protection and Disaster Protection (BBK)” in the coming days.

The ministry did not answer questions about the content.

Accordingly, the role of the BBK as the central crisis management authority of the federal government is to be strengthened in the short term: The Bonn authority could create central current situation reports and carry out more large-scale exercises.

In addition, the federal government could build up strategic reserves such as medicines, protective equipment or food again in the future.

Actual changes to the law, in order to give the federal government more powers in disaster control, similar to the Federal Criminal Police Office Act, should only be initiated in the coming legislative period.
