Real estate and interest on deposits will be taken into account: the Ministry of Labor will change the rules for payments for children from three to seven years old

The Ministry of Labor announced changes in the rules for paying benefits to low-income families with children from 3 to 7 years old.

The innovations will take effect from April.

So, assessing the needs of the family when assigning payments, the department will take into account such criteria as the presence of real estate, movable property and interest on deposits in the bank.

Let us remind you that payments are due to families whose incomes are below the subsistence level. 

According to the ministry, to calculate the need, the social security authorities use information about the income received by the family for the year preceding the four months before the appointment of the payment.

Funds from labor, creative, entrepreneurial activities are taken into account, including the income of the self-employed, pensions, scholarships - an adult family member must now have income in one of these categories, except for cases covered by the "zero income" rule.

Interest on deposits, renting out property, alimony and social payments are also taken into account. 

At the same time, according to the “zero income” rule, parents will be able to claim the payment if there were good reasons for the lack of income during the year: caring for children in a large family, or for one child, if we are talking about a single parent, caring for a child up to three years, as well as for a citizen with a disability.

Full-time education for family members under 23, compulsory military service, treatment for more than three months, unemployment recorded in employment centers, and being in prison will also be considered a good reason.

At the same time, families with new powerful cars (up to five years old and over 250 horsepower) will not be able to receive the payment, TASS reports with reference to the press service.

An exception will be large families (in which there are at least four children) who own a minibus with more than five seats.

As explained in the department, families who simultaneously own a number of types of property can receive the payment, if it meets certain criteria.

So, families who have only one apartment or house of any size are eligible for payment. 

“If there are several apartments, then only those families where there is less than 24 square meters for each person are recognized as low-income.

If there are several houses, then those who have less than 40 square meters for each family member are classified as low-income ones.

At the same time, premises and apartments unsuitable for living received by large families as a measure of social support will not be taken into account.

In addition to the listed real estate, a family claiming a payment can own a land plot of no more than 0.25 hectares with a total area, a summer house, a garage, a car, a motorcycle, a tractor and a small boat.

In addition, in order to receive payment, the annual income from interest on bank deposits of the family must not exceed the subsistence level.

The amount of the benefit itself can now be different - 50%, 75% or 100% of the regional subsistence minimum per child.

This will depend on the family's income.

The corresponding decree was previously signed by President Vladimir Putin.

Let us remind you that earlier all families whose income was below the subsistence level received an allowance in the amount of 50% of the regional subsistence level for children.

Now the payment can be increased if the size of the family's average per capita income, already taking into account the allowance, still does not exceed the subsistence level.

Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in a conversation with RT, noted that the innovations will make it possible to send assistance to those families who really need it.

“As you know, unfortunately, we have citizens who hide their income, for example, income from illegal lease of premises, informal employment is flourishing.

Therefore, additional criteria are simply necessary in order to be able to provide more assistance to families that really need, ”she said.

A similar opinion was expressed by Valery Ryazansky, First Deputy Chairman of the Federation Council Committee on Social Policy.

“We distribute a limited amount of funds among the categories of need - it is quite natural that a person must prove this need with certificates, legal wages.

A person can try, but he will not succeed, because, for example, a period of unemployment, and his average income is below the subsistence level.

This family needs help, especially since the birth of children leads to the fact that the financial situation of most families is deteriorating, "he told RT.

According to RIA Novosti, citing the press service of the Ministry of Labor, more than 1 trillion rubles will be allocated for payments for children from three to seven years old in the next three years.

You can make a payment by submitting an electronic application on the portal of public services, as well as with a personal visit to the MFC or social security authorities.
