The ecological transition "must deeply involve the human factor: it is not simply a change of things, a transition from one physical structure to another. "Because if the transformation is not shared and equitable - underlines the minister - the risk is that there will be reactions of a social nature against, which hinder, parts of society that somehow do not see any individual perspective within a collective promise".
For Orlando, a "resistance" must be fought, a "subtle opposition" that tends to "diminish, deform, make this path and this process less desirable".
