Transition requires participation


The ecological transition "must deeply involve the human factor: it is not simply a change of things, a transition from one physical structure to another. It also imposes a transformation and an ability to involve people, women and of men. So knowledge, but also participation, and fairness ", said Minister Orlando.



"Because if the transformation is not shared and equitable - underlines the minister - the risk is that there will be reactions of a social nature against, which hinder, parts of society that somehow do not see any individual perspective within a collective promise". 



For Orlando, a "resistance" must be fought, a "subtle opposition" that tends to "diminish, deform, make this path and this process less desirable".

Here knowledge comes into play, to create the awareness that "we are not talking, as we often try to pass, about a process that brings backwards. To maintain a standard of living like the one we have achieved, an average age like what we have achieved, widespread well-being but using fewer resources, we need more technology, more innovation, more knowledge ".



Transition also involves SMEs


The ecological transition is inclusive not only in terms of social policies, but also "from the point of view of the ability to keep the entire production system within", the big ones who make the vanguard like the little ones, added Orlando. 



"The transition is often described as a series of excellences - explains Orlando - of companies that are far ahead on the technological frontier" and that "show the way".

This "is very right", he stresses, "because there is no process that can take place without some avant-garde. Then, however, the problem is also that of knowing how to keep the rear guard inside". 



The focus, Orlando points out, can no longer be solely on the "green economy": "I believe that in the next few years we will have to deal a lot with the 'brown economy', which still persists, and how it is given the tools to create an evolution ".

Looking at the Italian panorama, "in a highly fragmented production system, made up of small businesses, often family-run, the transition is not necessarily easier than in other countries. And from this point of view we must think of an Italian way 'to the transition ".

It should be borne in mind that "a production structure in which it has perhaps been said for too long that the small was beautiful will have more difficulties than other countries in dealing with these steps", said the minister.
