Next Tuesday, the Federal National Council will deliver 19 parliamentary recommendations, adopted by the members of the Council, on the subject of the Ministry of Climate Change and Environment policy regarding achieving sustainable development of the country's fisheries, animal and agricultural resources, after the Council's Health and Environmental Affairs Committee completed its review and reformulation, within four axes: “The fish sector, the agricultural sector, the animal sector, shaping the future.”

The most prominent parliamentary recommendations to be sent to the government included: “Tightening control and inspection of pleasure boats to ensure that no large quantities of fish are caught exceeding the permissible quantity, and the establishment of partnerships with the private sector to develop sustainable aquaculture methods and implement joint projects to develop and increase local types of fish, and establish Cooperative societies of farmers and livestock breeders at the state level to support and market local agricultural and animal products, and provide fodder at nominal prices to ensure the enhancement of productivity and quality of animal products and food safety.

In detail, the Federal National Council will receive, during its eighth session of the second regular session of the seventeenth legislative term, to be held next Tuesday, a report from the Council's Health and Environmental Affairs Committee, including recommendations adopted by the Council on the subject of the Ministry of Climate Change and Environment policy on achieving sustainable development of fishery resources. And animal and agricultural crops in the country, after the committee finished reviewing and reformulating it, according to what the council members concluded during discussion of the topic in a plenary session on February 9th, in the presence of the Minister of Climate Change and Environment, Dr. Abdullah Belhaif Al-Nuaimi.

According to the report that the Council will send to the government, during the next session, the members of the Council concluded during the discussion of the topic, the need to prepare a future strategy for the agricultural, fisheries and livestock sectors, and to conduct experiments with modern technologies, and to adapt them in line with the environmental conditions of the state, with the aim of increasing production capacity and reducing Production costs, ensuring food safety, preparing partnership programs with higher education institutions and scientific research, to encourage scientific research in government universities and colleges, use artificial intelligence to achieve state goals, ensure sustainable food security, and prepare innovative national projects to implement partnership programs between the Ministry and the Ministry of Food Security, To ensure the achievement of the goals of the National Food Security Strategy.

The Council also called for the establishment of cooperative societies for farmers and livestock breeders at the state level to support and market local agricultural and animal products, and to encourage them to continue in the profession of agriculture and animal husbandry, and to establish a special association for Emirati beekeepers, to provide support for this vital and important sector, market Emirati honey products, and enhance its competitiveness. .

He stated that based on the conclusions reached by the Health and Environmental Affairs Committee, and according to the conclusion of the members of the Council, the Council adopted 19 recommendations within four main axes: The first is at the level of the "fish sector", where the council recommended the effective implementation of Federal Law No. (23) for the year 1999 regarding the exploitation, protection and development of living aquatic resources in the country, with the aim of reducing negative practices regarding the practice of the fishing profession in accordance with the requirements and regulatory procedures, obtaining the necessary licenses for fishing boats in accordance with the requirements and controls, and monitoring and inspecting pleasure boats to ensure that they do not catch large quantities exceeding the permissible quantity .

The Council recommended the effective application of administrative penalties for violators of Ministerial Resolution No. (18) of 2012 regarding non-compliance with regulatory decisions related to fisheries, in order to ensure that prohibited fishing tools are not used, and to prepare campaigns to educate fishermen of the legislation governing the fishing process in order to achieve the preservation of fish resources, and to develop initiatives Motivational support for aquaculture projects, establishing partnerships with the private sector to develop sustainable aquaculture methods and implementing joint projects to develop and increase local species of fish that are vulnerable to overexploitation.

As well as preparing a comprehensive support program for fishermen's associations to ensure the provision of their basic needs, marketing fish at good prices, increasing the number of coordination meetings between the Ministry and the cooperative societies of fishermen and conducting field visits to the sites of fishermen's gathering to identify the challenges and difficulties in the fishing profession.

According to the report, the council’s recommendations in the “agricultural sector” axis included “laying down legislation related to modern agricultural patterns and using sustainable practices and technological means to produce healthy and safe food among the legislative priorities to achieve the UAE strategic vision in the next fifty years, and reviewing and evaluating the role of the General Organization for Marketing Agricultural Production. In order to achieve the necessary support for farmers, supplying them with fertilizers, seeds and pesticides, and agricultural advice, as well as reviewing Federal Law No. (2) of 1981 regarding the General Organization for Marketing Agricultural Production, in light of the review and evaluation of the role of the General Organization for Marketing Agricultural Production.

Parliamentary recommendations included: the establishment of cooperative societies for farmers and livestock breeders at the local level of the UAE to support and market local agricultural and animal products, and encourage them to continue in the profession of agriculture and animal husbandry, and the establishment of a special association for Emirati beekeepers to provide support for this vital and important sector, market Emirati honey products and enhance its competitiveness. The council also recommended tightening control and inspection procedures for practicing the profession of veterinary medicine and medical facilities, to ensure that the necessary licenses are fulfilled in accordance with the provisions of Federal Law No. (8) of 2017 regarding the practice of the profession of veterinary medicine, and to provide the necessary support for livestock breeders by providing veterinary medical services and guidance to them. With modern scientific methods, high technical and technical capabilities for raising livestock, and providing fodder at nominal prices to ensure the enhancement of the productivity and quality of animal products and food safety.

Application of modern technologies

The recommendations of the Federal National Council included preparing a future strategy for the agricultural, fisheries and livestock sectors, conducting applied experiments for modern technologies, and adapting them to suit the environmental conditions of the country, with the aim of increasing production capacity, reducing production costs, and ensuring food safety.

Within the recommendations, the Federal National Council emphasized the importance of updating Federal Law No. (8) of 2013 regarding the prevention and control of infectious and epidemic animal diseases, provided that “the regulation of the purchase of fodder from licensed centers, the proper and safe disposal of spoiled feeds, veterinary medicines and expired pesticides,” And organizing the quarantine of new animals for a sufficient period of time before integrating them with the herd, disposing of dead animals in a safe manner, and avoiding slaughter outside official slaughterhouses.

Modern farming patterns

The recommendations of the Federal National Council included: Preparing regulations and guidelines on modern farming patterns and sustainable awareness for farmers to conserve water resources, preparing coordination and cooperation initiatives with private sector institutions that have direct sales outlets to the public in order to offer and sell local products to local farmers and support them in a way that ensures their competitiveness with the prices of imported products. In addition to tightening control procedures over the handling of pesticides to combat agricultural pests and ensuring their use in accordance with the provisions of legislation to ensure human and animal health and the safety of the environment, and preparing guidelines in this regard.
