New changes in "representative channel": "small details" promote "big people's livelihood"

  National People's Congress Observation

The new atmosphere presented on the "passage" and many details that are different from the past, uphold the value tendency of advocating for the people.

On the afternoon of March 8, the Fourth Session of the Thirteenth National People's Congress held the second plenary session. Before and after the meeting, the Conference Press Center held the "Representative Channel" and "Ministerial Channel" respectively.

So far, the "representative channel" and "minister channel" during the two sessions this year have all ended.

Looking at the four "representative channels" and "ministerial channels" this year, we can see that several new changes have taken place in the four "channels" this year-

One is that all the representatives speaking on the "representative channel" come from the grassroots.

A total of 14 representatives have embarked on the "representative channel" this year, 2 more than in 2020.

Among the 14 representatives, there are rural party branch secretaries, front-line workers, ordinary agricultural technology extension workers and municipal workers, all from the grassroots without exception, and none of them are party or government officials.

This is the first time since the first session of the 13th National People's Congress in 2018 opened a "representative channel".

In front of the live TV footage, some representatives were indeed a little nervous, but they also successfully achieved the goal of "bringing the voice of the most basic level to the Great Hall of the People."

The second is that the "small story" reflects the "big people's livelihood".

Among the 14 representatives interviewed on the "Representative Channel", half of them talked about how they performed their duties in daily work and life, and why they provided relevant opinions and suggestions by telling the "short stories" they experienced personally. .

For example, representative Guo Yanling, an agricultural technology extension researcher from the Grassland Station in Ulanchabu City, Inner Mongolia, told the story of "mud legs" on the road to poverty alleviation; representative Kong Qingju, deputy director of the Teaching and Research Office of the Menyuan County Education Bureau, Qinghai Province, told about helping children from difficult families return to school story.

These stories are unpretentious, but they are closely related to poverty alleviation, rural revitalization, and the improvement of the social insurance system.

In their speeches, the delegates did not lose the opportunity to put forward many suggestions to the relevant state departments.

Their suggestions come not only from their own work experience, but also from a solid research foundation.

Third, there are many new faces on the "Ministerial Channel".

As in 2020, this year's "Ministerial Passage" still only opened two sessions, and a total of 6 ministers were arranged for interviews.

But among the six ministers, three are new ministers who have recently taken up their posts, namely Tang Renjian, Minister of Agriculture and Rural Affairs, Xiao Yaqing, Minister of Industry and Information Technology, and Wang Wentao, Minister of Commerce.

Minister Xiao Yaqing had previously been interviewed in the "Ministerial Channel" as the director of the State-owned Assets Supervision and Administration Commission of the State Council. This is the first time he has appeared in the "Ministerial Channel" with a new position.

But whether it is a new minister or an old minister, his familiarity with the business and his frank attitude towards the media are awe-inspiring.

Fourth, the minister has answered more questions than in previous years.

In the past "Ministerial Channel", most ministers only answered one or two questions, and each minister took a few minutes to answer.

In the first "Ministerial Passage" of this year, three ministers each answered three questions. In the second "Ministerial Passage", the three ministers each answered four questions. Each minister took nearly 20 minutes to answer questions.

We have noticed that the questions answered by the six ministers are all social hot spots, which can be said to be "full of dry goods."

In the past, during each National People's Congress meeting, the conference press center would hold multiple press conferences, and these ministries would basically hold special press conferences during the annual conference.

This year, due to the prevention and control of the epidemic, no press conference was held. The heads of relevant ministries and commissions accepted interviews for about 20 minutes on the "Ministerial Channel", which made up for the shortcomings to a certain extent.

The new atmosphere and many details that are different from the past on the "passage" all reflect the "good intentions" of the National Two Sessions.

In essence, this is conducive to NPC deputies performing their duties for the people and ministers serving the people. I hope that this new atmosphere will continue.
