(Interview between the two sessions) CPPCC members call for strengthening the scientific and technological innovation capabilities of colleges and universities in old revolutionary areas

China News Service, Beijing, March 10 (Yuan Rujing) Constrained by the national higher education layout and the level of regional economic and social development, universities in the central and western regions, especially those in the old revolutionary areas, are weak in technological innovation and cannot support high-quality local economic and social development.

Mei Guoping, a member of the CPPCC National Committee and President of Jiangxi Normal University, proposed to strengthen the scientific and technological innovation capabilities of colleges and universities in the old revolutionary base at the 2021 National Two Sessions.

Mei Guoping believes that during the "14th Five-Year Plan" period, in accordance with the "Opinions on Supporting the Revitalization and Development of Old Revolutionary Areas in the New Era", the state should increase its support for colleges and universities in Jiangxi and other old revolutionary areas, enhance their scientific and technological innovation capabilities, and help the old revolutionary areas. High-quality development.

In recent years, with the strong support of the state, great progress has been made in the construction of innovation platforms and innovation carriers in the old revolutionary areas, but the shortcomings are also very prominent, especially the lack of industry common technology R&D and innovation platforms, which severely restrict key core technologies and " A quick breakthrough in the "stuck neck" problem.

Mei Guoping took Jiangxi as an example. He pointed out that Jiangxi universities have only 5 national key laboratories, lacking large national scientific equipment, and there is a big gap between them and developed provinces.

"According to the country's major strategic needs and the development needs of the central and western regions, we will actively support the construction of a number of national key laboratories, the National Technology Innovation Center, the National Engineering Research Center, and the Ministry of Education's Science and Technology Innovation Cooperation in the areas of distinctive advantages." Mei Guoping stated that it is necessary to make use of the advantages of natural conditions, land and labor costs in the central and western regions, scientifically deploy large scientific installations and field observation sites, and support Jiangxi's construction of a national large scientific installation of Chinese medicine.

Data shows that my country’s R&D investment has continued to grow rapidly. In 2019, my country’s total R&D investment reached 2214.36 billion yuan, and the R&D investment intensity reached 2.23%. The total R&D investment in the revolutionary old areas accounted for the country’s proportion of significantly lower, especially The R&D expenditures of universities account for a lower proportion of the R&D expenditures of universities nationwide, making it difficult to produce major scientific and technological innovation results.

For this reason, Mei Guoping suggested increasing investment in science and technology in local colleges and universities in the central and western regions, setting up special projects in the central and western regions in the establishment of various national science and technology projects, and giving appropriate tilt to universities in the old revolutionary areas.

"In the allocation of basic scientific research fees for central universities, 14 universities jointly built by ministries and provinces in the central and western regions are included in the overall consideration and arrangement.

"Strongly support the construction of talent teams in local colleges and universities in the central and western regions, and establish a priority support policy mechanism," Mei Guoping said, in the selection of talent team projects such as the National Outstanding Youth, Excellent Youth, Yangtze River Scholars, Ten Thousand Talents Program, Youth Top Talent Program, and Innovative Teams Further tilt to colleges and universities in the old revolutionary base.

He also suggested supporting local universities in the central and western regions to deepen international exchanges and cooperation, tilt towards universities in the old revolutionary areas in the construction of joint international cooperation laboratories, international technology transfer centers, and bases for subject innovation and introduction of colleges and universities, and expand the space for internationalization of universities in the old revolutionary areas. .
