He recalled that in the face of the sudden epidemic, the Beijing Higher People's Court quickly built the "Beijing Cloud Court" covering the city's third-tier courts.
On the basis of traditional Internet courts, "Beijing Cloud Court" uses information technology with remote video as the core, and has functions such as multi-party video dialogue, electronic evidence cross-examination, transcript voice transcription, electronic signature, etc., and can realize 800 online court trials simultaneously.
In 2020, the number of online court trials in Beijing courts reached 359,000, accounting for 40% of the number of online court trials in courts across the country. Two-thirds of the cases in the city's courts will be heard online.
Beijing courts use new technological achievements to promote the development of adjudication work, but there is actually "convenient location".

In 2020, the Beijing Court’s electronic dossier has been deposited on the chain for 9.31 million times, and documents have been served for trusted operations and deposited on the chain for 245,000 times. The Beijing Internet Court uses blockchain smart contract technology to implement "one-click case registration". In the fields of financial disputes, property disputes, copyright disputes, etc., Chaoyang Court, Fengtai Court, etc. introduced blockchain technology to supervise the whole process of collecting evidence for electronic deposits, promote the prevention and resolution of conflicts and disputes in related fields at the source, and effectively promote litigation in key areas. "For example, we embed the case process timeline in the judge's case handling system, real-time recording and simultaneous display of more than 100 nodes in the entire case handling process, so that the online case handling process is visible, the quality is controllable, and the problems can be traced. He also talked about the establishment of an intelligent research and judgment system, the introduction of intelligent auxiliary functions such as online case retrieval, case regulation push, etc., according to the characteristics of the case to automatically push case analysis, legal clauses, and similar cases to judges, and use information technology to promote the uniformity of judgment standards.
At present, there are still many new issues to be solved in "judicial + science and technology".
Kou Fang said that the key is to achieve a deep integration of technology and trial, which is also an inevitable choice for the high-quality development of the people's courts.
He said that the Beijing Higher People’s Court is preparing the Five-Year Development Plan for the Informationization of Beijing Courts (2021-2025), which will further open up “information islands” and “data barriers”, deeply integrate into the Beijing Big Data Action Plan, and give play to the example of Internet courts.
