  "At present, there is a lack of cross-regional cooperation in marine ecological protection in China. Take Zhejiang as an example. The seawater quality is greatly affected by the confluence of the Yangtze River Estuary and urgently needs protection."   At present, there have been attempts to carry out land-based environmental protection cooperation between provinces. For example, Zhejiang and Anhui jointly launched the Xin'an River Basin water environment compensation pilot project. The two provinces adhere to the principle of "who pollutes, who controls, who benefits, and who compensates". Cooperation to promote the prevention and control of water pollution in the upper and lower reaches of the Xin'an River Basin has achieved remarkable results.

Fang Min suggested that a unified environmental legislation system should be established.

Drawing lessons from the path and method of the civil code compilation, adopt the structure of "general provisions-division".

The General Provisions stipulate that the ecological environment field has universal applicability and a leading system. Each sub-part integrates the current pollution prevention and control laws, provides detailed regulations on related matters with different themes, and organically integrates environmental laws into one legal text.

  "The Environmental Code can fill in the gaps in the current environmental legal system, and can put forward clear requirements on industries, enterprises, and local governments in emerging blank areas such as carbon peak carbon emissions, light pollution, and vibration pollution, so as to ensure and promote the implementation of measures.   "At present, there is already a mature blue carbon sink methodology in the world, and the emission reductions formed by the protection and restoration of marine and coastal ecological protection and restoration are certified as blue carbon sinks." Shen Guojun suggested to strengthen the international exchange and cooperation of blue carbon sinks, learn the latest concepts, good practices and successful cases of international organizations in the field of blue carbon sinks scientific research, policy formulation, corporate participation, and market transactions, and pilot the development of blue in China Carbon sink project.
