254 million elderly people, who will serve

As of 2019, my country's population of 60 years old and above has reached 254 million people.

How to provide for the elderly has also become one of the hot topics of the two sessions this year.

"The current process of China's aging is too fast." According to Zhang Fengbao, a member of the National Committee of the Chinese People's Political Consultative Conference and vice president of Tianjin University, the increasingly severe and irreversible population aging situation is becoming a new national condition in the new era, which makes the demand for elderly care services continue to expand. , The pension problem needs to be solved urgently.

Li Nannan, a representative of the national adults, believes that my country’s aging population is characterized by a large base, a fast growth rate, a high age, an empty nest, and more disability and dementia.

Although the construction of my country's elderly care service system has achieved obvious results, compared with the huge social demand, the effective supply of elderly care services is still insufficient. Among them, "the shortage of elderly service personnel is also one of the important reasons."

"At present, there are about 12 million disabled elderly people in my country. If calculated according to the national standard of disability elderly and caregiver 4:1, caregivers need 3 million, while there are only more than 300,000 elderly caregivers nationwide." Li Nannan said, On the one hand, there is a large gap in elderly care service personnel, and on the other hand, the age structure is unreasonable. The age of existing elderly care practitioners is generally high. The literacy is not high, and the professionalism of service is difficult to guarantee."

Take the Evergreen Elderly Nursing Home of Bairentang, Nantong City, Jiangsu Province where Li Nannan is located as an example. The home currently accommodates 283 elderly people, but there are currently 60 caregivers in the whole hospital, and there are no young people born in the 90s. The turnover rate of personnel is gradually increasing."

"Data shows that after graduation, the national pension service majors entered the pension industry, the attrition rate reached 30% in the first year, 50% in the second year, and 70% in the third year or even higher." Li Nannan told reporters.

In Li Nannan's view, the high labor intensity, poor wages, low social status, and narrow promotion space of employees in elderly care institutions reduce the attractiveness of this profession to young people.

"Even if the nursing home pays the nursing staff no matter how high the salary is, there is no way for the nursing staff to evaluate the professional title in the nursing home. Only when they go to the hospital can the professional title be evaluated, and the professional title is a long-term guarantee for the employees."

Therefore, Li Nannan suggested that work in nursing homes can be used as part of the basic services before the promotion of hospital doctors’ titles. At the same time, medical staff are encouraged to work in integrated medical care institutions and enjoy the same treatment as hospital medical staff in terms of professional title evaluation. "It is hoped that fresh graduates can stay in the nursing home for one to two years before entering the large hospital, so that the nursing home can solve the urgent needs.

In addition, Zhang Fengbao believes that it is necessary to strengthen the training of relevant talents in the elderly care industry. "At present, the elderly care service industry needs a large number of specialized talents, such as general practitioners, who understand both nursing knowledge and psychology. The knowledge structure needs to be complete."

In 2019, the "Opinions on Education Supporting the Development of Social Service Industries and Improving the Quality of Cultivation and Training of Needed Talents" issued by the General Office of the Ministry of Education and other seven departments clearly stated that, in principle, at least one undergraduate college in each province offers housekeeping services, elderly care services, Majors related to childcare services.

“Students will have internship periods every year. It is recommended to move to nursing homes in batches instead of internships in hospitals all the time.” Li Nannan suggested that through order training, joint construction of training bases, etc., a seamless connection between teaching and employment can be achieved. A group of highly educated and high-level talents have joined the elderly care service team.
