The Russian government has expanded the list of periods that are taken into account when calculating the length of service of employees eligible for an early retirement pension.

The corresponding decree was signed by the head of the Cabinet of Ministers Mikhail Mishustin.

"Now, the length of service, which gives the right to early retirement, will include periods of training and additional vocational education, including refresher courses," the government's press service said.

They explained that the main condition that must be met for the implementation of this norm is that for the period of additional training, the employees retain their jobs and wages, and employers deduct mandatory pension insurance contributions for them.

) will be relevant for those whose profession requires constant professional development.

First of all, these are workers in the field of education and health care, ”the Cabinet of Ministers noted.

Earlier, the length of service of employees entitled to early retirement retirement included only the time spent at work, annual and additional paid vacations, periods of temporary disability, and for pregnant women - the time of transfer to work, excluding the impact of harmful factors.

The Ministry of Labor of the Russian Federation proposed to supplement this list by including periods of vocational training, since such activities are necessary to perform a certain type of work.

In addition to teachers and doctors, we are talking about pilots, rescuers, employees of a number of industrial enterprises and other categories of workers.

The initiative is also related to the fact that in recent years, many employees eligible for early retirement have applied to the courts with a requirement to take into account periods of training in seniority - and the courts almost always sided with them.

According to the Ministry of Labor, from January 2014 to October 2020, the judicial authorities satisfied 91% of more than 244 thousand claims in this regard brought against the territorial bodies of the Pension Fund of Russia.

In early March, Elena Bibikova, Deputy Chair of the Federation Council Committee on Social Policy, told Parlamentskaya Gazeta that the issue of the possibility of including military service on conscription in the seniority for early retirement is being considered.

“Now the passage of service is included in the length of service for the appointment of a pension on a general basis.

And we are discussing the issue of including it in the length of service when assigning a pension on preferential terms with long work experience, ”she said.

In turn, Bibikova's colleague - Deputy Chairman of the Federation Council Committee on Social Policy Tatyana Kusayko - previously told the NSN that in 2021 there will be certain changes in pension calculations.

Also at the beginning of 2021, it became known that the Pension Fund will begin to send notifications to Russians over 45 with an approximate calculation of their future pension.

It is expected that such messages will help citizens assess their prospects after the end of their employment.

As specified in the press service of the Ministry of Labor, notifications will come every three years automatically through the portal of public services.

"The turn of 45 was not chosen as a temporary cutoff by chance - by this age, most citizens have already accumulated a certain pension capital, which makes it possible to predict the level of payments in old age," - quoted by the agency "Rossiyskaya Gazeta".
