Young people’s renting is “pitted”, and related companies cannot “get away”

  The most sensitive to the pain points of renting is the "empty-nest youth".

At the beginning of November last year, Chen Chaogang paid a rent of over 20,000 yuan for half a year, and was asked by the landlord to "move out within a time limit" only 9 days later.

He still remembers the reasons given by the landlord: "The house belongs to me. I have not received the rent (paid by the platform). I have the right to take the house."

  A month later, Chen Chao moved out of the house, but the remaining rent of 10,000 yuan was nowhere to be found.

It didn't take long for this long-term rental apartment platform to "explode."

Chen Chao tried to seek rent through mediation, litigation, etc., but like many tenants, the result was "it's all gone."

  The freedom of young people to rent a house is a common concern of the two sessions this year.

The reporter noticed that both the China Democratic Progressive Central Committee and the China Democratic National Construction Association put forward relevant proposals.

The Central Committee of the China Democratic National Construction Association proposes to set an entry threshold for the rental housing industry and implement a filing system for housing rental enterprises.

Improve housing leasing laws and regulations, requiring market entities engaged in housing leasing to be included in the scope of industry supervision after filing.

Strictly implement the housing lease contract filing system.

Relying on the housing leasing service supervision platform, strengthen the overall filing of long-term rental apartments, as well as the implementation of online signing and filing management of housing custody contracts and housing lease contracts of housing leasing companies.

  In view of the financial security of renting houses, the proposal of the Central Committee of the China Democratic National Construction Association proposes to strengthen the audit and supervision of the funds flowing into housing leasing companies from the source, and strengthen the operating and financial supervision of housing leasing companies.

Special account management shall be implemented for the funds obtained by housing leasing enterprises through financing channels such as bank loans.

Strictly supervise "rental loans", learn from real estate mortgage registration, and implement a "rental loan" registration system.

Implement a rent supervision system for leasing companies and long-term rental apartments that rent houses through agents and custody methods, set up dedicated accounts, conduct dedicated account management, and monitor rents by custodian banks, and freeze part of them in proportion Funds are used as risk deposits.

Policy-based rental housing is the focus, but public rental housing is "more monks and less porridge"

  At the two sessions this year, Hu Wei submitted the "Proposal on Promoting the Transformation of "Empty-Nest Youth" Groups to "Nest-Building Youth" Groups."

He proposed that national and regional housing policies should be further optimized, and housing purchase subsidies, special deductions, low-rent housing and other policies can also be more inclusive, so as to effectively improve the real plight of some young people in housing and other aspects.

  Xu Xiaole, chief analyst of the Shell Research Institute, believes that in the future, rental housing will play more security functions, and policy-based rental housing will become the focus of development.

Through the development of policy-based rental housing, the future supply of rental housing security housing will gradually shift from government supply to diversified main body supply, and gradually form a mature housing rental market.

  Starting from the end of 2019, 13 cities including Shenyang, Nanjing, and Suzhou have successively carried out pilot work to improve the housing security system, focusing on vigorously developing policy-based rental housing, especially small-unit, low-rent policy for new citizens and young people.   However, in some places, public rental housing and other policy-oriented housing are often "more than porridge," and some big cities need to "draw lots" to obtain them. Especially in some places with convenient transportation, "a house is hard to find" is the norm.

  Yu Chunmei, a deputy to the National People's Congress and deputy secretary of the Party branch of the Nanchang Public Transport Corporation, said that she works in a relatively special public transport industry, and employees tend to get up and down early.

Therefore, "convenience for commuting" is what they value most when renting a house.

She observed that at first, colleagues were very enthusiastic about the public rental housing provided by the applicant, but some of the colleagues applied for a house far away from the company and had a long commute time. This is undoubtedly a challenge for them who often work night and morning shifts.

  In addition, renting a house has become the biggest burden for some grassroots staff, because renting is expensive, and many grassroots staff renting houses are very simple, especially for takeaway riders.

  Yu Chunmei suggested that in low-rent housing and other urban housing policies, full consideration should be given to the needs of flexible employment groups including takeaway riders, and appropriate policy subsidies can be given to enterprises that actively solve the accommodation problem for takeaway riders.

Calling for the equalization of public services

  At present, some places are increasing policy-based housing, and the conditions of public rental housing are improving.

Taking Shanghai as an example, 53,000 new rental houses and 8,000 public rental houses have been added this year.

To give young people the opportunity to rent public rental housing, Hu Wei suggested that the government should increase the supply.

He also noticed that public rental housing in some places has a relatively short rental period, which is not conducive to the stability of young people's work in first-tier cities. He suggested that the rental period of public rental housing should be appropriately extended.

  He also called on the state to provide unified guidance on the price of public rental housing, and the price should not be too high; the land use can also be adjusted appropriately, and land for commercial housing can be considered to be used for public rental housing, especially in urban centers and areas with more convenient transportation.

Let young people be less stressed, "Let them stay, stabilize, and develop well."

  Lian Yuming, member of the National Committee of the Chinese People's Political Consultative Conference and president of the Beijing International Urban Development Research Institute, said that urban renewal is conducive to solving prominent housing problems in big cities.

This year he brought a proposal to "solve the problem of grassroots governance and improve the quality of urban renewal".

In his view, at present, urban renewal still faces many difficulties and obstacles, and there are still many misunderstandings in understanding.

  Yao Jinbo, deputy to the National People's Congress and CEO of 58.com, said that the rights and interests of renters must be fully protected.

In this regard, he suggested that in the short term, local governments should focus on protecting the basic rights and interests of renters, and strengthen management of chaos such as "arbitrary rent increases and sudden evictions." Balanced key public services such as, medical care, etc., to realize the allocation of people-oriented public service resources.
