  • Barbara Pompili defends the “climate and resilience” bill from this Monday in a special committee at the National Assembly.

  • Since her appointment in July, the Minister for the Ecological Transition has been at the heart of criticism from the left and from environmentalists.

  • But some of his speeches have also annoyed in the majority and up to the highest peak of the state.

As we sometimes try to ward off fate, Barbara Pompili was ironic from her appointment on the controversies that awaited her.

“I will be careful not to immediately establish a program of action […].

I know too well the place of lawsuits in debates around ecology, ”she said in July, during the handover of power.

Eight months later, the Minister for the Ecological Transition is indeed at the center of criticism.

Those of the opposition, but also those of its own majority, where some accuse it of a lack of "loyalty".

The former MEP for Europe Ecology-The Greens will also have a lot to do this week with the arrival of the controversial “climate and resilience” bill in committee.

"I do not believe in all or nothing ecology", assures Barbara Pompili

Because since its presentation on February 10 in the Council of Ministers, the text has been castigated by the left, NGOs and members of the Citizen's Climate Convention, whose work is supposed to have inspired the bill.

“I don't believe in all or nothing ecology.

I believe in the concrete, in the construction of a lasting change.

[…].

When I reread this bill, the transformation in the lives of the French is there, the ecological ambition is there, the spirit of the Convention is there, ”replied Barbara Pompili on Monday, at the opening of the debates.

"The idea [is] to find a way, a way to respond to the ecological emergency by ensuring socially acceptable conditions," she added.

The two weeks of debate in the special committee promise to be hot, with more than 5,000 amendments tabled.

There is no doubt that the minister will once again crystallize the criticisms.

"She seeks to self-persuade, to justify the unjustifiable, but I am convinced that deep down, she knows that the initial ambition has been denied, that the bill is not at all up to the standards. stakes ”, slices the deputy (ex-LREM) of Maine-et-Loire Matthieu Orphelin, now member of the group Freedoms and territories.

"She accepted this position of a minister who loses all her arbitrations"

Since taking office, Barbara Pompili has known the fate of environmentalists in government: accused of too important compromises, even compromises.

"She accepted this position of a minister who loses all her arbitrations: on neonicotinoids, advertising, energy renovation, the climate bill ... It's too simple to say that as a minister," we do what we can ".

She is accountant for the balance sheet, ”denounces Matthieu Orphelin.

“To be Minister of Ecology in a government that is not green is to be in hostile territory.

There is no reason that she is doing better than Nicolas Hulot, who had a stronger media balance, ”adds MEP David Corman, former boss of EELV.

His support sweeps away these criticisms.

“Barbara Pompili is an activist of political ecology, it is the fight of all her life.

She knows too well what are the conservatisms, the weight of the lobbies, the resistances, but she fights like a lioness to obtain favorable arbitrations and to move the country forward ”, replies the LREM deputy of Paris Hugues Renson, vice-president of the National Assembly.

Outings that annoy Macronie

Several of his outings, however, annoyed his new family, and up to the top of Macronie.

As early as this summer, the minister hinted that her support for Emmanuel Macron's candidacy in 2022 was not obvious.

A position finally rectified last week, but which left traces.

During the controversy over meatless menus in school canteens in Lyon, the Minister of Ecology sharply contradicted several of her government colleagues.

"A prehistoric debate", she said, causing the anger of ministers and members of The Republic in motion, accusing it of a lack of "loyalty".

At the end of February, Barbara Pompili this time annoyed Richard Ferrand, saying that she "will not accept any drop in ambition in the National Assembly" on the text "climate and resilience".

"Laudable intention, being specified that the Parliament is sovereign in the development and the vote of the law", railed on Twitter the president of the Assembly, very close to the president.

Chosen to embody the green fiber of the majority, the minister is accused of playing too solo, as when she founded the current "In common", the left wing - and critical - of LREM, alongside Hugues Renson.

"I am not sure that the attacks and other perfidies from her camp affect her a lot," assures the elected Parisian.

It will have contributed to great advances in ecological matters when its mission comes to an end ”.

The next few weeks will tell if it will be before or after 2022 ...
