An international conference hosted by the United Nations, in which judicial ministers from each country discuss crime countermeasures, opened in Kyoto on the 7th.

This is the first large-scale international conference in Japan since the spread of the new coronavirus infection, and the venue will take thorough measures against infection.

At the opening ceremony of the United Nations Congress on Crime Prevention and Criminal Justice, commonly known as the Kyoto Congress, which began on the 7th, Secretary-General António Guterres said, "The confusion caused by the Corona disaster is new to criminals. We will take this opportunity to revitalize international cooperation and pave the way for a world of justice and integrity. "

At the opening ceremony, Prime Minister Suga attended, "In the unprecedented crisis of the new coronavirus, cyber attacks and frauds have become a serious problem in the world. We need to work together to strengthen prevention and make the criminal justice system work well. "

Minister of Justice Uekawa, who chairs the conference, said, "We must discuss the construction of a society in which the rule of law is maintained and no one is left behind."



Then, the "Kyoto Declaration" was adopted, which included the digitization of the criminal justice system and the utilization of local volunteers to prevent recidivism.



This conference is the first large-scale international conference in Japan since the spread of the infection, and while delegations from 13 countries and UN staff are exceptionally allowed to enter the country, a total of about 160 people stay. Inside, we stay in a dedicated hotel, and in principle, we are not allowed to go out except for the hotel and venue.



In addition, all participants, including domestic participants, are obliged to carry out PCR tests, and at the venue, contact such as shaking hands is prohibited, and doctors are stationed to take thorough measures against infection.



This meeting will run until the 12th of this month.

What is "Kyoto Congress"?

The United Nations Congress on Crime Prevention and Criminal Justice, commonly known as the "Kyoto Congress," will be held at the Kyoto International Conference Center in Kyoto City for six days from the 7th to the 12th of this month.



Held every five years, this conference is the largest international conference in the United Nations crime prevention and criminal justice field, and summarizes the measures that countries around the world should work together as a "political declaration."



The last time it was held in Doha, Qatar in 2015, 4000 people from about 150 countries participated.



And 2020, which was decided to be held in Kyoto City, was scheduled to be held in April last year, but it was postponed due to the influence of the spread of the new coronavirus infection.
