• Covid, CTS sources: tougher measures are needed with closed schools

06 March 2021 "Better control the entry and exit from the red zones and keep the surveillance high on the areas used for nightlife by young people".

These are the main recommendations made by the Interior Ministry to all the Prefects of Italy and consequently to the police forces engaged in the national territory.



The circular was sent to the prefects with the indications regarding the measures to contain and contrast the spread of the infection from Covid-19 contained in the decree of the President of the Council of Ministers of 2 March 2021, in force from 6 March 2021 until 6 April 2021, Easter included.



The new decree provides for a differentiated regime on the national territory, with progressively more restrictive measures based on the different risk scenarios: white zone, yellow zone, orange zone and red zone.



In

the white zone

, in any case, "events and activities involving gatherings in closed or open spaces remain suspended, including trade fairs and congresses, as well as activities that take place in ballrooms, discos and similar places, all 'open or closed, and public participation in sporting events and competitions ".



In

the yellow zone

, the main changes concern museum services and shows open to the public.

In particular, the museums may also remain open on Saturdays and public holidays, "provided that the entrance has been booked online and by telephone at least one day in advance" while the shows open to the public in theaters, concert halls, cinemas, live clubs and other spaces, even outdoors, may take place "with pre-assigned and spaced seats and provided that the interpersonal distance of at least one meter is ensured for both staff and spectators" not usually cohabiting.



Another novelty is that relating to schools, with the possibility of a stop delegated to the presidents of the Regions or autonomous provinces "in the event of a significant worsening of the epidemiological situation".

The types of businesses that can remain open, on holidays and pre-holidays, in shopping centers and similar structures have been extended to laundries and dry cleaners, while in the context of catering services the ban on takeaway falls after 6 pm for wine bars .



In

the orange zone there are

few changes: among them the possibility for hotels and accommodation facilities to ensure catering to customers without time limits.



For the

red zone

, the main new element introduced for schools lies in the "suspension, starting from March 6, of the educational services for children and the didactic activities of schools of all levels" with consequent recourse to the dad.



"Targeted control services will be planned, with the help of local police forces, in urban areas usually affected by the

nightlife

, both in circumstances similar to those mentioned above as well as on holidays and before holidays".



"Particular attention must be paid to public order and safety, mainly with regard to the

access and exit routes from the territories

subject to the measures. '' This is what the Interior Ministry writes in the circular relating to the new Dpcm sent to the prefects.



With reference to

the yellow area

, "if the holding of public events provides for the concentration of participants in a single location such as, for example, for national events usually held in the capital, it is also possible to move to and from areas with a higher level of risk , without prejudice to recourse to self-declaration ". This is what the Viminale points out in the circular to the prefects. With regard to religious functions," it reiterates instead that the movement must be limited to the indispensable, in the sense that the nearest place must be reached where it is possible to satisfy one's need for worship.
