On March 4, the Fourth Session of the Thirteenth National People's Congress held a press conference in the Press Conference Hall of the Great Hall of the People. The spokesperson of the Congress answered questions from Chinese and foreign journalists on the agenda of the Congress and issues related to the work of the National People's Congress.

Singapore Straits Times reporter: With rural revitalization becoming a new focus of work, how will China continue to promote poverty alleviation in the future?

Are you worried about returning to poverty?

How will the relevant departments prevent this from happening?

In addition, can you tell us whether China's poverty alleviation standards are different from international standards?

Thank you.

Zhang Yesui: Thank you for your question.

Under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, and through the joint efforts of the whole party and the people of all ethnic groups in the country, my country has won a comprehensive victory in the fight against poverty, the overall regional poverty has been resolved, and the arduous task of eradicating absolute poverty has been completed, 10 years ahead of schedule. To achieve the poverty reduction goals of the United Nations 2030 Agenda for Sustainable Development, and to make a significant contribution to the cause of global poverty reduction.

Zhang Yesui: China's current poverty alleviation standard is a comprehensive multi-dimensional index, which includes not only the per capita income index, but also the "two no worries and three guarantees" as the basic requirements and core indicators for poverty alleviation of the poor.

"Two no worries, three guarantees" is to ensure that the rural poor have no worries about food and clothing, and that compulsory education, basic medical care, and housing safety are guaranteed. These aspects require a large amount of financial investment, but they have greatly increased the poor population. Standard of living.

Zhang Yesui: As far as I know, when formulating China's poverty alleviation standards, relevant departments have referred to the poverty standards of the World Bank and other international organizations.

Relevant departments also specially invited the World Bank's anti-poverty expert group to conduct in-depth discussions.

In general, China’s poverty alleviation standards are in line with its own level of economic and social development, higher than the poverty standard of US$1.9 per person per day set by the World Bank in 2015, and overall higher than the absolute poverty line of the United Nations 2030 Agenda for Sustainable Development.

Zhang Yesui: Let me add one more point.

In 2018, the World Bank added some new poverty standards for different countries.

As far as I know, these standards are used as reference standards for research and comparison, and countries mainly determine their own poverty standards based on their own specific conditions.

In terms of time, China’s standards are earlier than the new standards proposed by the World Bank in 2018.

Therefore, there is no problem that China has deliberately chosen a low poverty alleviation standard.

Zhang Yesui: Although the fight against poverty has achieved a comprehensive victory, China still has a long way to go to solve the problem of unbalanced and inadequate development, narrow the development gap between urban and rural areas, and realize the all-round development of people and the common prosperity of all people.

The focus of the next step is to effectively consolidate and expand the results of poverty alleviation and effectively connect various tasks with rural revitalization, including maintaining the overall stability of the main assistance policies, strengthening the monitoring of the poor who are prone to return to poverty, and long-term cultivation and support for industries in poverty-stricken areas. We will do a good job of follow-up assistance to people who have been relocated for poverty alleviation and relocation, and resolutely maintain the bottom line of preventing large-scale poverty return.

Zhang Yesui: The National People's Congress and its Standing Committee will continue to do a good job in relevant legislation and supervision, and at the same time give full play to the role of deputies to the people's congresses at all levels, to consolidate the results of poverty alleviation and make contributions to the overall promotion of rural revitalization.

Thank you.
