If the 7-day incidence is over 100 for three consecutive days, an emergency brake is applied.

STAGE TWO:
After schools and hairdressers were opened in the first step from March 1st, bookshops, flower shops and garden centers as well as retail stores for daily needs are now to be allowed to open (from March 8th).
More customers are allowed in larger shop areas.
Such openings already exist in some federal states.
So-called body-hugging services such as massages are to be allowed again.

- Stable 7-day incidence of less than 50 new infections per 100,000 inhabitants: Further openings nationwide or regionally possible in retail stores, museums, galleries, zoos, botanical gardens and memorials.
A maximum of 10 people should be allowed to do sports together in the fresh air without contact.
- Incidence on three consecutive days with more than 50 new infections or stable or falling incidence below 100: Retailers as well as museums, galleries, zoos, botanical gardens and memorials can set appointments for shopping or visits.
A maximum of five people from two households can play sports together outside.
A group of up to twenty is allowed for children up to 14 years of age.

- Incidence stable below 50 new infections: opening of outdoor restaurants, theaters, concert and opera houses and cinemas.
Contact-free sport inside, contact sport outside allowed.
- Incidence on three consecutive days with more than 50 or incidence stable or falling below 100 new infections: opening of outdoor restaurants with appointment booking.
A daily Covid-19 test is necessary if several households share a table, for visiting theaters, concert halls, opera houses and cinemas.
The same goes for non-contact sports indoors or contact sports outdoors.

- Incidence stable below 50 new infections: leisure events with up to 50 participants in the fresh air, contact sports indoors.
- Incidence on three consecutive days if more than 50 or stable or falling incidence below 100 new infections: Further opening of retail stores with customer restrictions, contact-free sports indoors, contact sports without mandatory testing outdoors.

EMERGENCY BRAKE:
If the 7-day incidence is over 100 on three consecutive days, the rules that applied until March 7th apply again from the second following working day.
Merkel sees "justified hopes"
Chancellor Angela Merkel (CDU) sees Germany once again on the threshold of a new phase of the corona pandemic.
This phase could not be entered with carelessness, "but with justified hopes", said Merkel after her nine-hour consultations with the state heads of government in Berlin.
