The Federal Tax Service has published an activity plan for 2021, approved by the Minister of Finance of Russia Anton Siluanov.

The document speaks of more than 100 events, among which there are both existing projects and those that are being prepared.

a number of projects are aimed at improving tax administration, increasing operational efficiency and optimizing the structure of the Federal Tax Service.

In particular, the department plans to develop the concept of the automated information system "Tax-4" in a dynamic external environment and taking into account the use of import substitution technologies.

As noted by RBC, it will allow detecting cases of VAT fraud.

The FTS also planned a number of measures to improve the AIS "Tax-3", the implementation of which was completed in 2019.

The system helps to solve many problems, including ensuring the transparency of tax authorities for the taxpayer, reducing the current costs of tax administration and connecting tax authorities to new external sources of information.

In addition, the Federal Tax Service intends to create a digital analytical platform for the transfer of administrative information to government agencies.

Among them, there will be data from online checkouts on product sales.

In addition, the Federal Tax Service plans to put into operation a digital platform for assessing taxpayers based on tax data when providing them with financial and other services.

At the same time, the press service of the Federal Tax Service emphasized that this platform is already working on the basis of blockchain technology - in 2020 it was used to support citizens and the country's economy against the backdrop of the COVID-19 coronavirus infection pandemic, in particular, to accelerate the issuance of preferential loans to enterprises.

In addition, the department plans to carry out work on the register of recipients of state support among small and medium-sized businesses created in 2020.

We are talking about supporting application software, creating, developing and operating an IT infrastructure.

At the end of February, the Federal Tax Service announced the development of a special service for storing electronic checks of taxpayers, which will allow citizens to have complete information about their purchases in one place and present receipts for the return of goods or warranty service.

“To do this, you need to provide the seller with an email address or mobile phone number.

Also, the buyer can scan the QR code of a paper (not personalized) check with the mobile application of the Federal Tax Service of Russia "Checking Checks", which is tied to his mobile phone number, and place the check in this storage, "the message said.

"Improving the usability of state services"

As Nikolai Danilov, a tax consultant, noted, Russia is pursuing "a general course towards improving the convenience of using state services."

“From the user's point of view, this is very good, it will probably be easier for all of us to live.

The only thing that, of course, raises concerns is the collection of a large amount of data in one place, that is, the issue of information security.

After all, this is a tax secret, and it, in fact, is being eroded, due to which there can be great risks.

As regards the actual content of these services, everything is very convenient, very well stated, there are no questions.

But I would like to know more about how the data protection will be carried out, ”explained the interlocutor of RT.

Mikhail Belyaev, Ph.D. in Economics, also drew attention to the fact that the innovations of the Federal Tax Service fit into the general channel of digitalization of the life of citizens and the economy of Russia.

“Digital technologies make it possible to accurately record income, expenses, taxes and so on, and most importantly, they make the entire taxable base transparent and make life much more difficult for those who are trying to evade taxes.

Secondly, the FTS uses digital technology to take a step towards taxable citizens.

And it is very important that there is still the next step forward - this is the reception of complaints from the population, clarification via video link, that is, these are not just "dry" letters to one side from the other, but still the possibility of personal visual contact, this always gives an opportunity for clarification, more complete satisfaction of complaints and clarification of some incomprehensible points, "the expert said in an interview with RT.
