(Two Sessions Express) Digital empowerment helps rural revitalization, NPC deputies focus on the problem of increasing farmers’ income

China News Service, Beijing, March 3 (Zhao Yejiao, Shi Zinan) How to implement rural digital reforms and increase farmers’ incomes is the focus of Sun Guowen, deputy to the National People’s Congress and secretary of the May Fourth Village Party Branch, Deqing County, Huzhou City, Zhejiang Province. .

As a highland for the development of digital economy, Zhejiang has always been at the forefront of digital governance.

In 2019, Wusi Village took the lead in exploring the new model of smart rural governance in Zhejiang, which is the first "digital rural one map". It collected 282 types of basic data from 58 departments to realize the visualization, digitization, and intelligence of industrial development and rural governance. More rural residents find a sense of gain in the "digital age".

Sun Guowen found that with the accelerated development of urbanization and the promotion of the rural revitalization strategy, the integration of digital technology and agriculture has accelerated, and agricultural and rural areas are facing major opportunities for the construction of digital technology and production, supply and marketing systems.

But at present, farmers still face problems such as inability to go out of products, inability to go in technology, and outstanding operational risks. They urgently need to use digitalization to strengthen digital agriculture, production, supply and marketing systems, seed agriculture and rural revitalization, and improve the level of digitalization of farmers' agricultural and rural informatization.

"For example, this year, a large number of freshly released garden bamboo shoots from Deqing in the morning were unsold due to the epidemic." Sun Guowen said that the current development of digital agriculture in China is still at an early stage, and the agricultural product production side is also mainly operated by small farmers, with scattered regions and production methods. Primitive, low level of informatization, weak anti-risk capabilities such as natural disasters and price fluctuations.

After thinking, Sun Guowen believes that to solve the problem of agricultural product sales, it is actually to solve the problem of the “last mile” of agricultural and rural digitalization.

In this regard, Sun Guowen this year prepared "Recommendations on Strengthening Agricultural Technological Innovation and Rural Production, Supply and Marketing System Construction with Digitization", calling for greater integration of rural production, supply and marketing based on digitization and poverty alleviation, and to promote digital agricultural supply and marketing in different regions. Integrated development has driven farmers to increase their incomes and become rich.

"For example, build an e-commerce platform to digitize the sales of garden bamboo shoots in the early morning in Deqing, then this situation will be greatly changed." Sun Guowen believes that Internet companies can be supported to rely on digitization and poverty alleviation as a basis to give full play to the advantages of platforms, technology and channels. Let products go out and technology come in.

Sun Guowen suggested that farmers, cooperatives, leading enterprises and Internet companies should be encouraged to establish a production and marketing community, and promote the integration of production, supply and marketing of "production area + platform + retail"; support digital agriculture pilots and rural revitalization key areas to focus on key varieties of industrial chains and characteristic industries. Digital transformation in production, supply and marketing has formed a digital link for agricultural production, supply and marketing.

"Next, we should build rural digital infrastructure as soon as possible, break urban and rural data barriers, and use digitalization to drive farmers across the country to increase their incomes and become rich." Sun Guowen said.
