Despite the fact that Mokhov served his sentence in full, the Pugachevsky District Court of the Saratov Region had previously imposed a number of serious restrictions on him.

After his release, he will not be able to attend public events and leave the house from 10 pm to 6 pm (except in cases of official necessity).

Mokhov was also banned from leaving the Skopinsky district without the permission of law enforcement agencies.

In addition, he will remain under administrative supervision for six years and must report to the police twice a month.

Kept victims in a bunker for over three years

On September 30, 2000, residents of Ryazan, 14-year-old Katya Martynova and 17-year-old Lena Samokhina, were returning home from a disco.

Viktor Mokhov and his accomplice Elena Badukina offered to give a ride to their friends.

They treated them to alcoholic drinks, which were mixed with sleeping pills.

Taking advantage of the fact that the passengers fell asleep, the offender took them to the nearby town of Skopin.

There, at Mokhov's summer cottage, there was a garage with an underground bunker, which he had built in advance. 

The maniac and his accomplice dragged the girls to the bunker, where they had to spend terrible three years and seven months at a depth of six meters.

Throughout the entire time, the victims were sexually abused, and Elena became pregnant three times from a maniac.

She gave birth to two children, whom Mokhov took away.

Katya gave birth, guided by a textbook on obstetrics and gynecology.

The girls managed to escape thanks to a fluke.

The offender introduced Katya to a girl whom he rented a room to, introducing her as his niece.

At the next meeting, the captive threw a note to the lodger asking for help.

In it, her friends wrote about what had happened to them and asked to contact the police.

The girls were released on May 4, 2004.

In the Skopinsky City Court on August 30, 2005, Mokhov was sentenced to 17 years of strict regime for the abduction of two or more persons and the rape of a knowingly minor.

His accomplice Elena Badukina was sentenced to 5.5 years in prison.

"Now, he can make good money from his release."

One of the victims of the "Skopinsky maniac" Yekaterina Martynova is outraged by such excitement around her tormentor and his release from prison.

“This is a criminal, he took three years and seven months of life from two young girls.

The children who were born in the bunker are not guilty of anything, but they have such a father and birth.

Some even offer to put us in the same TV studio.

Everyone wants some kind of action that won't happen, ”she told RT.

Indeed, the criminal had already built his plans after the release.

In August 2020, a person who introduced himself as Viktor Mokhov contacted the RT editorial office.

He announced that it will be released on March 3, 2021 and added: "When I am free, I need to take part in a TV show."

Mokhov, who also introduced himself, mentioned that he needed "a lot" of money to renovate the house and purchase "everything necessary."

In 2017, the criminal wrote a letter to Ekaterina Martynova.

“I wrote a letter after reading my book, where I talk about my experiences.

No glimpses of conscience, no attempts to ask for forgiveness: he ran into me, they say, everything I wrote is not true, and when he comes out, he will tell everyone how everything really happened.

I tore up that letter and threw it away, ”she said in an interview with RT.

According to the girl, the maniac tried to get in touch with her for the second time.

“He wrote to me on VKontakte and introduced himself by a different name, said that he is the person who is sitting with Mokhov, and if you need to find out something about him, he can tell me.

I immediately blocked it.

Then it turned out that it was he, the criminal himself confessed to my friend, a journalist, ”Martynova says.

“As for my protection.

I was told that I could somehow influence, maybe extend his term.

But it is very difficult, good lawyers and grounds are needed.

In fact, I have no leverage.

The man has served time from bell to bell, and he is released.

You have to wait for the next crime to go to jail.

I will not say that I am afraid of his exit and that he will somehow take revenge on me.

But I would be calmer if we had a law that, for example, instructs the offender not to approach his victim at least 500 meters, as is the case in other countries.

After all, I can just leave the house and meet with him, ”explains the girl.

There is a law on state protection that would be suitable in this case, but it is valid only during the proceedings itself, human rights activist Alyona Popova explained to RT.

“And when a person has served time and left, there is still nothing in Russia that would protect the victims of violence in this case.

In Russia there is no term "persecution", the only thing that Mokhov will be under special control.

We do not have the ability to anonymize a person's data, so it will be easy for Katya to be identified by her digital footprints, especially now, when the person has served time and has an intention to find another person, ”Popova emphasized.

Now Catherine is preparing for the publication of her second book "Confessions of a Prisoner of the Dungeon", which will take place on March 4.
