Seeds are the "chips" of agriculture.

At the National Two Sessions in 2021, seed industry issues became the focus of attention of Li Yuncai, a member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Hunan Provincial Committee of the Jiu San Society.

This committee member who has been rooted in the countryside for more than 10 years walks in the fields all the year round, dealing with farmers' friends, and is a "high-yield household" for the "three rural" proposals.

Every year at the National Congress and the People's Republic of China, Li Yuncai always speaks for the land and "endorses" for the farmers.

Last year, Li Yuncai proposed "establishing a national and provincial germplasm resource bank" and suggested breaking the monopoly of seed, technology, capital and market prices.

This year, he continued to make suggestions for the seed industry, and attended the meeting with the "Proposal on Breaking Through the Seed Source "Stuck Neck" Technology to Make the Seed Industry Turn Around", suggesting that the seed industry should be a major strategy for China's agricultural safety and high-quality development. , Compile the seed industry development plan and revitalization action plan, highlight the technology of solving the "stuck neck" of seed sources, and make up for the shortcomings.

Although most of the seeds of China's main crops are self-produced, some of the seeds such as tomatoes, corn, potatoes, and cucumbers rely on imports.

According to the "2019 China Seed Industry Development Report", in 2018, China imported more than 72 million kilograms of crop seeds with an import value of US$475 million, of which vegetable seeds imported US$228 million from nearly 50 countries and regions.

Li Yuncai gave an example, such as livestock and poultry germplasm resources have long relied on "foreign seeds", and commercial pig germplasm resources are mostly imported from Europe and the United States. After the introduction, the selection and breeding have not kept up, and the pig industry has fallen into the "introduction-degradation-introduction" source. cycle.

"It is recommended to implement an independent selection and breeding project for high-quality pig core sources, and establish a commercial breeding system for lean pigs and a reference group for genome selection." Li Yuncai said that the formation of a national core breeding farm for breeding female pigs and professional joint breeding platform company selection The commercial joint breeding mechanism for sire pigs and the development of breeding data services has bred new high-reproductive and high-yield lean pig lines with internationally advanced production performance and realized that the core breeds of lean pigs were sourced from and partly exported.

In recent years, China has continuously improved its independent breeding capacity and its market share has steadily increased. The phenomenon that domestic seeds replace "foreign seeds" has become more and more obvious.

The latest data from the Ministry of Agriculture and Rural Affairs of China show that at present, the coverage rate of good varieties of crops in China is above 96%, and the area of self-selected varieties accounts for more than 95%, especially rice and wheat are fully self-sufficient.

The Chinese Academy of Agricultural Sciences also has the world's second-largest germplasm resource bank, with 520,000 germplasm collections, and this number will be expanded to 1.5 million in the future.

"Compared with the international advanced level, there are still bottlenecks in the development of China's seed industry, such as serious homogeneity of varieties, low industrial concentration, and insufficient protection and utilization of germplasm resources." Li Yuncai conducted extensive investigations and convened research seminars with experts.

He suggested that we should focus on encouraging major special original innovations, implement "revealing" technical research in accordance with the "stuck neck" technical sub-topics of seed sources, and encourage in-depth cooperation to create "aircraft carriers" in the seed industry.
